NO. 61247 BUBBLING WELL REPLACEMENT IN FAIRMOUNT PARK] <br /> <br />SUPPLEMENTAL APPROPRIATION and CONSTRUCTION CONTRACT AWARD <br /> <br />BACKGROUND: <br /> <br />The BUBBLlNG WELL REPLACEMENT IN FA1RMOUNT PARK project, if awarded as recommended, will provide for the <br />destruction of the existing non-functioning well and construction of a new well, located at 2681 Dexter Drive in <br />Fairmount Park. This well is one of three that serves the Fairmount Lakes system. Two of the three wells continue <br />to operate. A minimum of two operating wells are needed to maintain the minimum lake water quality and level; <br />the third operating well allows for enhanced efficiencies of well-pump system, providing the opportunity to <br />provide sufficient lake water during the heat of summer and to alternate operation between the three pumps. The <br />scope of this project also includes the restoration of all existing improvements damaged as a result of the work. <br /> <br />Bid documents were issued to eighteen (18) bidders resulting in the submittal of two (2) bids on January 28, 2004. <br />Per the attached Purchasing Services Manager's Bid Award Report (Attachment 1), the lowest responsive and <br />responsible bid for the BUBBLING WELL REPLACEMENT IN FAIRMOUNT PARK project was submitted by Beylik <br />Drilling, Inc. Original funding for this project was intended to primarily provide for design, with a portion of the <br />funding being available for construction. Because of the unique quality and scope of this project, it was expected <br />that supplemental funding would be required upon contract award. The construction bidding documents were <br />prepared with cooperation from the Public Utilities, Water Department staff, those with direct and recent <br />experience in the construction of water wells and vcell-pump systems. Public Utilities and Park and Recreation <br />Department staff have reviewed the bids. The bids are believed to be reasonable for the project scope. <br />Consequently, staffrecommends a contract award to the lowest responsive and responsible bidder. <br /> <br />Staffreview of references provided by Beylik Drilling, Inc. has elicited no negative information. Further, the State <br />Contractor's Licensing Board records indicate the bidder's license is current, active, and in good standing. The <br />Park and Recreation Department, therefore, recommends that a construction contract in the total amount of <br />$358,000 be awarded to Beylik Drilling, Inc. for BUBBLING WELL REPLACEMENT IN FAIRMOUNT P^RK as follows: <br />Bid Schedule 1 - Base Bid: Item I-A, DESTROY EXISTING WELL AND DPdLL NEW WELL ($209,700); Item I-B, <br />CONSTRUCTING WELL PIPING, PUMP UNIT, BUILDING & ELECTRICAL ($114,300); and, Bid Schedule I1 - Alternate <br />Bid ltems: Item II-A. COLORADO SILICA GRAVEr, PArK ($34,000 ($200 per linear foot x 170 linear feet)). <br /> <br />20-1 <br /> <br /> <br />
