CITY OF RIVERSIDE <br /> tFAmerica <br /> <br />People Serving <br />People <br /> <br />HONORABLE MAYOR, CITY COUNCIL <br />AND AGENCY MEMBERS <br /> <br />DATE: March 9, 2004 <br />ITEM NO: t9 <br /> <br />SUBJECT: <br /> <br />CONSTRUCTION FOR FURNISHING AND INSTALLING THE RIVERSIDE CANAL <br /> <br />REHABILITATION PROJECT, SOUTH REACH AREA-BETWEEN WINSTROM <br />AND JEFFERSON STREETS - FUND TRANSFER~ CASA BLANCA PROJECT <br />AREA <br /> <br />BACKGROUND: <br /> <br />The Board of Public Utilities at their regular meeting of February 20, 2004 approved and recommended <br />that the City Council award a contract for the, construction of the Riverside Canal Rehabilitation Project, <br />South Reach Area. The City Council will consider approval of this project at their meeting of March 9, <br />2004. Development Department staff is requesting that an additional component be added to the <br />contract for the rehabilitation of the canal be[ween Winstrom and Jefferson Streets, in the area <br />immediately behind the Hertz, Subaru and Kia auto sales facilities. <br /> <br />CURRENTISSUES: <br /> <br />The Riverside canal runs through a portion of the Casa Blanca Project Area. Staff is proposing <br />improvements to the Riverside Canal between Winstrom and Jefferson Streets where a portion of the <br />canal is uncovered. Improvements will consist of undergrounding the canal by constructing reinforced <br />concrete pipe. Staff is often faced with challenges in identifying site locations for new and/or expansion <br />of businesses in the area. The opportunity to cover the canal in this area would allow additional land <br />availability for new business growth and expansion. Additionally, a covered canal not only maintains <br />water quality but also significantly reduces the ongoing maintenance costs associated with an open <br />canal. <br /> <br />The recommendation going before City Council on March 9, 2004 is to award the Project, Bid No. 6119, <br />to the lowest bidder, Yeager Skanska of Riverside, California. The added component between Winstrom <br />and Jefferson Streets is comprised of approximately 610 feet of reinforced concrete pipe at $250 per <br />linear feet. Staff is seeking Agency's approval for the additional funding and construction of the Riverside <br />Canal Rehabilitation Project, not to exceed $152,500, subject to City Council's approval of the Project. <br /> <br />In addition, pursuant to Health and Safety Code Section 33445, the City Council and Redevelopment <br />Agency are required to adopt resolutions making certain findings regarding the construction and <br />installation of the public improvements within the Casa Blanca Project Area prior to contract award. <br /> <br />FISCAL IMPACT: <br /> <br />The proposed added component of the Riverside Canal Rehabilitation Project, South Reach Area is <br />estimated at a cost not to exceed $152,000. Sufficient funds currently exist in the Casa Blanca Madison <br />Street Improvement Project, Account Number 9726300-440446 for transfer to a new account for <br />Riverside Canal Rehabilitation Project. Property owners in the area may be interested in utilizing the <br />covered area of the canal for future business opportunities or expansions, therefore, offsetting Agency <br />costs of the project. <br /> 19-1 <br /> <br /> <br />
