RPU-7894 FOR THE CANYON CREST CABLE REPLACEMENT AREA <br />5 PROJECT WITH HOT LINE CONSTRUCTION, INC. IN THE AMOUNT OF <br />$1,479,986; WORK ORDER NO. 1904200 IN THE AMOUNT OF $2,115,000 <br />ISSUES: <br />Consider awarding Bid No. RPU-7894 to Hot Line Construction, Inc. for the Canyon Crest Cable <br />Replacement Area 5 Project in the amount of $1,479,986; and approve the capital expenditure <br />for Work Order No. 1904200 in the amount of $2,115,000. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Award Bid No. RPU-7894 to Hot Line Construction, Inc., of Brentwood, California, in the <br />amount of $1,479,986 for the Canyon Crest Cable Replacement Area 5 Project; <br /> <br />2. Approve the capital expenditure for Work Order No. 1904200 in the amount of $2,115,000 <br />which includes all design, construction, construction support, contract administration, <br />inspection, and construction change order authority costs for the Canyon Crest Cable <br />Replacement Area 5 Project; and <br />3. Authorize the City Manager, or designee, to execute any documents necessary to <br />effectuate the project described herein, as well as the ability to make minor and non- <br />substantive changes in alignment with all purchasing policies. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) has experienced reliability issues in the Canyon Crest area for the <br />past 20 years, due to the high failure rate of aged cable. The area is served by HMPE insulated <br />cable (high molecular weight polyethylene) and CIC type infrastructure (cable-in-conduit). HMPE <br />insulated The Electric System Master Plan <br />(ESMP) recommends the planned replacement of obsolete HMPE and CIC type infrastructure to <br />improve system capacity and reliability. Canyon Crest neighborhoods contain the greatest <br />concentration of high failure rate HMPE/CIC underground cable within the RPU electric system <br />and are designated high priority for infrastructure upgrades and replacement based upon recent <br />comprehensive engineering analysis. <br /> <br />
