PUBLIC COMMENT IN PERSON/TELEPHONE ART PICK COUNCIL CHAMBER 3900 MAIN STREET PRESENT: Mayor Lock Dawson, Councilmembers Edwards, Cervantes, Fierro, Conder, Perry, and Hemenway and Councilwoman Plascencia ABSENT: None Mayor Lock Dawson called the meeting to order at 8:36 a.m. The Pledge of Allegiance was given to the Flag. ORAL COMMUNICATIONS FROM THE AUDIENCE Rebecca Goldware spoke regarding performance based budgeting and service agreements. WORKSHOP FISCAL YEAR 2022-2024 PRIORITY BASED BUDGETING UPDATE - PRELIMINARY DEPARTMENTAL BUDGET PRESENTATIONS The City Council conducted a workshop on preliminary Fiscal Year 2022-2024 departmental budget proposals from City departments. The Mayor and City Council recessed at 12:29 p.m. and reconvened at 1:18 p.m. with Mayor Lock Dawson presiding and all Councilmembers present. Following further discussion, it was moved by Councilmember Hemenway and seconded by Councilmember Edwards to (1) receive and order filed the update on (a) Priority Based Budgeting, (b) General Fund preliminary budget and updated Five -Year Measure Z Spending Plan, (c) critical unfunded needs; and (d) the preliminary budget proposals of City departments; and (2) direct staff to bring back (a) City Council's list of prioritized critical unfunded need recommendations alongside Budget Engagement Commission recommendations for City Council consideration and include General Plan Wildlife and Urban Public Safety Engagement Teams (PSET), (b) a breakdown of annual costs for the PSET program, and (c) City Council preliminary budget proposal. The motion carried unanimously. ITEMS FOR FUTURE CITY COUNCIL CONSIDERATION There were no future items requested at this time. 106-292
