CITY COUNCIL <br />SPECIAL MEETING <br />MINUTES <br />MONDAY, APRIL 18,2022,8:30 A.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />City fArts&.Innovation ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />PRESENT: Mayor Lock Dawson, Councilmembers Edwards, Cervantes, Fierro, Conder, <br />Perry, and Hemenway and Councilwoman Plascencia <br />ABSENT: None <br />Mayor Lock Dawson called the meeting to order at 8:36 a.m. <br />The Pledge of Allegiance was given to the Flag. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Rebecca Goldware spoke regarding performance based budgeting and service <br />agreements. <br />rye•• .�. <br />FISCAL YEAR 2022-2024 PRIORITY BASED BUDGETING UPDATE - PRELIMINARY <br />DEPARTMENTAL BUDGET PRESENTATIONS <br />The City Council conducted a workshop on preliminary Fiscal Year 2022-2024 <br />departmental budget proposals from City departments. <br />The Mayor and City Council recessed at 12:29 p.m. and reconvened at 1:18 p.m. with <br />Mayor Lock Dawson presiding and all Councilmembers present. <br />Following further discussion, it was moved by Councilmember Hemenway and seconded <br />by Councilmember Edwards to (1) receive and order filed the update on (a) Priority <br />Based Budgeting, (b) General Fund preliminary budget and updated Five -Year <br />Measure Z Spending Plan, (c) critical unfunded needs; and (d) the preliminary budget <br />proposals of City departments; and (2) direct staff to bring back (a) City Council's list of <br />prioritized critical unfunded need recommendations alongside Budget Engagement <br />Commission recommendations for City Council consideration and include General Plan <br />Wildlife and Urban Public Safety Engagement Teams (PSET), (b) a breakdown of annual <br />costs for the PSET program, and (c) City Council preliminary budget proposal. The motion <br />carried unanimously. <br />ITEMS FOR FUTURE CITY COUNCIL CONSIDERATION <br />There were no future items requested at this time. <br />106-292 <br />
