CITY COUNCIL <br />HOUSING AUTHORITY <br />MINUTES <br />TUESDAY, APRIL 5, 2022, 1 P.M. <br />City fArts&Innovation PUBLIC COMMENT IN PERSON/TELEPHONE <br />ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />DISCUSSION CALENDAR <br />MASTER AGREEMENTS FOR CONTRACTORS PANEL - WAIVE FORMAL BIDDING <br />PROVISIONS- REGIONAL WATER QUALITY CONTROL PLANT, CITY-WIDE SEWER/STORM <br />DRAIN COLLECTION SYSTEM, AND TEQUESQUITE LANDFILL - RESOLUTION - CONTINUED <br />FROM MARCH 22, 2022 <br />Following discussion, it was moved by Councilmember Hemenway and seconded by <br />Councilmember Fierro to (1) adopt a resolution waiving the formal competitive <br />procurement requirements of Section 1 109 of the City Charter for the bidding and award <br />of Public Works construction projects under $350,000, under the Master Agreement for <br />construction, maintenance, repair, and rehabilitation services at the Riverside Regional <br />Water Quality Control Plant, City-wide Sewer/Storm Drain Collection System and the <br />Tequesquite Landfill and authorizing the City Manager, or his designee, to award such <br />construction projects; (2) award Request for Qualification No. 2117 for construction, <br />maintenance, repair, and rehabilitation services at the Riverside Regional Water Quality <br />Control Plant, City-wide Sewer/Storm Drain Collection Systems and the Tequesquite <br />Landfill on an as -needed basis to the responsive and responsible contractors as noted in <br />the staff report; and (3) approve ten Master Agreements for construction, maintenance, <br />repair, and rehabilitation services at the Riverside Regional Water Quality Control Plant, <br />City-wide Sewer/Storm Drain Collection System, and the Tequesquite Landfill on an as - <br />needed basis, for an initial term of three years and three optional one-year extensions; <br />(4) authorize the City Manager, or his designee, to execute the Master Agreement for <br />construction, maintenance, repair, and rehabilitation services at the Riverside Regional <br />Water Quality Control Plant, City-wide Sewer/Storm Drain Collection Systems, and the <br />Tequesquite Landfill on an as -needed basis to the responsive and responsible contractors <br />as noted in the staff report, including making non -substantive changes, to execute <br />project specific supplemental agreements, and to add qualified contractors to the <br />contractors' panel, and to execute the Master Agreement in substantially the same form <br />as attached to the staff report, with subsequent reports back to the City Council from <br />time to time on the addition or deletion of such new panel members; and (5) include the <br />requirement that staff seek bids from all qualified bidders that have a Master Agreement <br />at the time of bid request, seek City Council approval of Master Agreements on an <br />annual basis, and submit an item to City Council when Master Agreements are utilized. <br />The motion carried with Councilmembers Edwards, Cervantes, Fierro, Perry, and <br />107-278 <br />
