W A T E R E N E R G Y I T F F <br />r� E <br />ItV RIVERSIDE PUBLIC UTILITIES <br />.kl& <br />P U B L I C U T I L I l I L S Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />DATE: APRIL 11, 2022 <br />SUBJECT: FIRST AMENDMENTS TO THE PROFESSIONAL SERVICES AGREEMENTS <br />WITH CALGON CARBON CORPORATION AND CARBON ACTIVATED <br />CORPORATION FOR GRANULAR ACTIVATED CARBON TESTING TO <br />EXTEND THE TERMS TO DECEMBER 31, 2022 <br />ISSUE: <br />Consider approving the First Amendments to the Professional Services Agreements with Calgon <br />Carbon Corporation and Carbon Activated Corporation for Granular Activated Carbon Testing to <br />extend the terms to December 31, 2022. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve the First Amendments to the Professional Services Agreements with Calgon <br />Carbon Corporation and Carbon Activated Corporation for Granular Activated Carbon <br />Testing to extend the terms to December 31, 2022; and <br />2. Authorize the City Manager, or his designee, to execute the First Amendments to the <br />Professional Services Agreements with Calgon Carbon Corporation and Carbon Activated <br />Corporation including making minor and non -substantive changes and to sign all <br />documents and instruments necessary to complete the transactions. <br />BACKGROUND: <br />On January 11, 2021, the Board of Public Utilities approved two professional services agreements <br />with Calgon not -to -exceed $106,000 and Carbon Activated not -to -exceed $121,200, through <br />December 31, 2021, for a total annual amount not -to -exceed $227,200, for Granular Activated <br />Carbon (GAC) Testing of two Bituminous Coal Based Carbons at the Palmyrita Water Treatment <br />Facility for removal of dibromocholoropropane (DBCP) and per- and polyfluoroalkyl substances <br />(PFAS). <br />The concept was to fill empty vessels or replace "exhausted" coconut shell -based GAC with Coal <br />GAC. The two variations of Coal GAC, Virgin and Regenerated, would be tested. <br />Each company would load one (1) vessel of Virgin GAC and one (1) vessel of reactivated GAC at <br />each treatment facility. RPU would then collect samples to be analyzed by a third -party laboratory <br />
