SUB -858A FOR PROCUREMENT OF 69KV DISCONNECT <br />SWITCHES FOR FREEMAN SUBSTATION FROM ONESOURCE <br />DISTRIBUTORS, LLC, OF RIVERSIDE, CALIFORNIA, IN THE AMOUNT OF <br />$364,340 <br />ISSUE: <br />Award Bid No. SUB -858A and authorize the purchase of 69kV Disconnect Switches for Freeman <br />Substation from OneSource Distributors, LLC, of Riverside, California, in the amount of $364,340. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Award Bid No. SUB -858A and authorize the purchase of 69kV disconnect switches for <br />Freeman Substation from OneSource Distributors, LLC, of Riverside, California, in the <br />amount of $364,340; and <br />2. Authorize the City Manager, or designee, to execute any documents necessary to <br />effectuate the procurement described herein, including making minor non -substantive <br />changes in alignment with all purchasing policies. <br />BACKGROUND: <br />Riverside Transmission Reliability Project (RTRP) is a joint project with Southern California <br />Edison (SCE) and will provide Riverside Public Utilities (RPU) with a critical second connection to <br />the state electric transmission grid by connecting to the existing 230kV SCE Mira Loma - Vista <br />line, to address long-term capacity and reliability needs of the City's electric utility system. The <br />Board approved project Work Order No. 642975 on August 24, 2020, in the amount of <br />$216,515,521. Work Order No. 642975 has sufficient funds for procurement and construction of <br />the electrical bays for this phase of the Freeman Substation upgrades. <br />As part of RPU's electrical utility system improvements, the 69kV upgrades to key substations <br />require expansions and upgrades as part of the overall reliability project. The installation of these <br />69kV disconnect switches at Freeman Substation will be completed in five phases to maintain the <br />reliability of services to customers and eliminate planned customer outage during the construction. <br />A total of 25 new 69kV disconnect switches will be installed at Freeman substation. RPU staff will <br />install eight (8) new 69kV disconnect switches in the new two box structure bays and replace 17 <br />
