RIVERSIDE PUBLIC UTILITIES Board Memorandum BOARD OF PUBLIC UTILITIES DATE: FEBRUARY 28, 2022 SUBJECT: PUBLIC UTILITIES BILL APPEAL PROCESS WATER RULE 17, ELECTRIC RULE 21, WATER RULE 6, AND WATER RULE 6 ISSUES: Conduct a public hearing to consider changes to Water Rule 17 and Electric Rule 21 for the Disputed Bill Appeal Processes and Water Rule 6 and Electric Rule 6 for Meter Investigations and Adjustments of Bills. RECOMMENDATIONS: That the Board of Public Utilities: 1. Conduct a public hearing to receive public input and consider changes to Water Rule 17 and Electric Rule 21 for the Disputed Bill Appeal Processes and changes to Water Rule 6 and Electric Rule 6 for Meter Investigations and Adjustments of Bills; and 2. Recommend that the City Council adopt the resolutions approving the changes to Water Rule 17, Electric Rule 21, Water Rule 6, and Electric Rule 6 as described herein. COMMITTEE RECOMMENDATION: On November 15, 2021, the Board of Public Utilities Customer Relations/Finance Committee met with all members present to review the Bill Dispute Processes and provide feedback to the staff on the processes. The Committee Members requested a discussion for the Board of Public Utilities (Board) to receive information on the Bill Dispute Processes and consider changes to the applicable rules. respective of the Board process for conducting a billing dispute hearing. BACKGROUND: The Riverside Public Utilities Bill Dispute Appeal Rules are adopted by the Board of Public Utilities (Board) and approved by City Council. The current processes for Water Rule 17 and Electric Rule 21 were adopted by Board of Public Utilities on October 16, 2009, Board Resolution No. 2009-03.
