City of Arts &Innovation <br />CULTURAL HERITAGE BOARD <br />MINUTES <br />WEDNESDAY, AUGUST 18, 2021, 3:30 P.M. <br />VIRTUAL MEETING <br />PUBLIC COMMENT VIA TELEPHONE <br />3900 MAIN STREET <br />DISCUSSION CALENDAR <br />Board Member Tobin disclosed that he and his wife are members of the Magnolia <br />Presbyterian Church and stated he is able to continue with his duties in a responsible <br />manner. <br />PLANNING CASE DP -2021-01034 - CERTIFICATE OF APPROPRIATENESS - 7200 MAGNOLIA <br />AVENUE, WARD 3 <br />Proposal by Ann Laudermilk on behalf of Magnolia Presbyterian Church, to consider <br />project plans to construct a 7,054 square foot replacement sanctuary building on the <br />same site, which is listed as a City Landmark. Scott Watson, Historic Preservation Officer, <br />presented the staff report. Richard Kirby, church elder, stated they were in agreement <br />with the recommended conditions of approval. Public Comment: Paul Knopf, pastor, <br />and Erin Gettis, church elder, spoke in support. Board Member Gamble stated that she <br />lives and works within 500' of this site and recused herself from this proposal. Following <br />discussion it was moved by Board Member McDoniel and seconded by Board Member <br />Horychuk to: 1) Determine that the project is exempt from the California Environmental <br />Quality Act (CEQA) review pursuant to Sections 15302 (Replacement or Reconstruction), <br />15331 (Historic Resource Restoration/Rehabilitation), and 15332 (In -Fill Development <br />Projects), as it constitutes the replacement of a church sanctuary building on the same <br />site that will pose no adverse change to a Historical Resource (City Landmark and <br />Structure of Merit) and is consistent with the Secretary of the Interior's Standards for the <br />Treatment of Historic Properties; and 2) Approve Planning Case DP -2021-01034 <br />(Certificate of Appropriateness), based on the findings outlined in the staff report and <br />subject to the recommended conditions. <br />Chair Lech advised of the appeal period. <br />Motion Carried: 6 Ayes, 0 Noes, 2 Absent, 1 Abstention <br />AYES: Cuevas, Ferguson, Horychuk, Lech, McDoniel, Tobin <br />NOES: None <br />ABSENT: Brown, Carter <br />ABSTENTION: Gamble <br />APPROVED Cultural Heritage Board Minutes - August 18, 2021 2 <br />
