City of Arts &Innovation <br />BUDGET ENGAGEMENT COMMISSION <br />MINUTES <br />THURSDAY, DECEMBER 9, 2021 5 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />MAYOR'S CEREMONIAL ROOM <br />3900 MAIN STREET, RIVERSIDE, CA 92522 <br />PRESENT: Chair Lyell, Vice Chair Mendez, Commissioners Mounsey, Burns, Pelzer, <br />Arballo, Scarano, Demshki, Fine, Hart, Garcia, Sanchez Jr., and White <br />ABSENT: Commissioner Gonzalez-Kester <br />STAFF PRESENT: Diana Alegria, Edward Enriquez, Scott Brosious, Pamela Galera, Larry <br />Gonzalez, Lawayne Hearn, Angela King, Kris Martinez, Phaedra <br />Norton, Kristie Thomas, and Angel Guo <br />Chair Lyell convened the meeting at 5:00 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There was no one wishing to address the Commission. <br />Commissioner Sanchez Jr. arrived during the following item. <br />DISCUSSION CALENDAR <br />FISCAL YEAR 2020-2021 FOURTH QUARTER FINANCIAL REPORT <br />It was moved my Commissioner Burns and seconded by Commissioner White to <br />(1) receive an update on the Fiscal year 2020-2021 Fourth Quarter Financial Report for <br />the General Fund and Measure Z; and (2) support the surplus reserves plan and <br />recommend that City Council address the fund subsidy costs to either reduce or stabilize <br />those costs within the next budget cycle. Motion carried unanimously. <br />FISCAL YEAR 2022-2024 BASELINE BUDGETS FOR THE GENERAL FUND AND MEASURE Z <br />Following discussion and without formal motion, the Budget Engagement Commission <br />received and provided on the Fiscal Year 2022-2024. <br />COMMISSION MEMBER/STAFF COMMUNICATIONS <br />CHIEF FINANCIAL OFFICER UPDATE <br />The Budget Engagement received an update from the Chief Financial Officer. <br />1 <br />
