<br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br /> <br />BOARD OF PUBLIC UTILITIES DATE: JANUARY 10, 2022 <br /> <br />SUBJECT: CONSTRUCTION OF THE OLEANDER COURT WATER MAIN REPLACEMENT <br />AND PRESSURE REZONING PROJECT WORK ORDER NO. 2105984 IN THE <br />AMOUNT OF $660,000 <br />ISSUE: <br />Consider approval of Work Order No. 2105984 in the total amount of $660,000 for all engineering, <br />construction, paving and construction contingency costs for the Oleander Court Water Main <br />Replacement and Pressure Rezoning Project. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve Work Order No. 2105984 in the total amount of $660,000 <br />for all engineering, construction, paving and construction contingency costs for the Oleander <br />Court Water Main Replacement and Pressure Rezoning Project. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) budgets annually for the replacement of certain high-priority water <br />pipelines which have been determined to have reached end of life. This determination is made <br />based on parameters such as age, material, and maintenance records. <br />The Oleander Court Water Main Replacement and Pressure Rezoning Project is part of RPU <br />ongoing water main replacement program to replace old and high-priority water mains. The <br />project area consists of existing 4-inch cast iron and 2.5-inch galvanized water mains that were <br />installed in 1958 and 1976, respectively. These pipelines currently comprise the Oleander 1300 <br />Pressure Zone and are supplied from the Whitegates 1400 Pressure Zone via a pressure reducing <br />valve. The existing 2.5-inch galvanized pipe lies within easements on private properties, making <br />maintenance and repairs difficult. This project will convert the Oleander 1300 Pressure Zone to <br />the Whitegates 1400 Pressure Zone, facilitating the abandonment of the old pipelines currently <br />located within easements. The Oleander 1300 Pressure Zone was identified as an area of <br />deficiency in the Integrated Water Management Plan. <br />Based on their leak history, age, size, and maintenance limitations, these water pipelines have <br />been identified as high priorities for replacement to enhance the reliability of the water system and <br />enhance fire flow. In addition, by completing this project at this time, RPU has an opportunity to <br />save on paving costs in conjunction with the Public Works Department (PW) paving project of <br />Oleander Court and a portion of Hawarden Drive which is included in the PW Fiscal Year 2019/20 <br /> <br />
