CHARTER REVIEW COMMITTEE <br />WEDNESDAY, OCTOBER 20, 2021, 5 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />ART PICK COUNCIL CHAMBERNIRTUAL <br />3900 MAIN STREET, RIVERSIDE, CA 92522 <br />MINUTES <br />PRESENT: Members Warren Avery, Pete Benavidez, Larry Burns, Randolph <br />Ben Clymer, Jr., James Goldman, Monrow. A. Mabon, Malissa <br />McKeith, Garth Newberry, Kori Norsell, Rafael "Frank" Ramirez, <br />and Alia Rodriguez <br />ABSENT: None <br />STAFF PRESENT: Eva Arseo, Donesia Gause, Susan Wilson, and Edward Enriquez <br />Chair Benavidez convened the meeting at 5:00 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There were no oral comments. <br />COMMUNICATIONS <br />Chair Benavidez reported the transparency of government meetings and <br />community participation. <br />CONSENT CALENDAR <br />MINUTES <br />Following discussion, it was moved by Member Mabon and seconded by Member <br />Avery to approve the minutes of September 15, 2021, as presented. The motion <br />carried with Members Clymer and McKeith abstaining. <br />DISCUSSION CALENDAR <br />PROPOSED CHARTER AMENDMENT LANGUAGE FOR REVIEW AND ADOPTION <br />AMENDING MAYORAL AUTHORITY <br />Following discussion, it was moved by Member McKeith and seconded by <br />Member Mabon to (1) approve the proposed Charter amendment language <br />and allow the Assistant City Attorney Wilson and Member Goldman to revise and <br />finalize the language as necessary; and (2) return to the next Charter Review <br />Committee meeting with a draft Final Report recommending the proposed <br />Charter amendment language and ballot question to the City Council in <br />December. The motion carried unanimously. The motion carried with Chair <br />Benavidez, Vice Chair Rodriguez and Members Avery, Clymer, Goldman, Mabon, <br />McKeith, Newberry, Norsell, and Ramirez voting aye and Member Burns voting no. <br />1 <br />
