CHARTER REVIEW COMMITTEE <br />WEDNESDAY, SEPTEMBER 15, 2021, 5 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />ART PICK COUNCIL CHAMBER/VIRTUAL <br />3900 MAIN STREET, RIVERSIDE, CA 92522 <br />MINUTES <br />PRESENT: Members James Goldman, Kori Norsell, Garth Newberry, Rafael <br />"Frank" Ramirez, Alia Rodriguez, Pete Benavidez, Larry Burns, and <br />Monrow A. Mabon <br />ABSENT: Members Randolph Ben Clymer, Jr., Malissa McKeith, and <br />Warren Avery <br />STAFF PRESENT: Eva Arseo, Donn Gause, Susan Wilson, and Edward Enriquez <br />Chair Benavidez convened the meeting at 5:12 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There were no oral comments. <br />Member Newberry arrived during the following item. <br />COMMUNICATIONS <br />Chair Benavidez reported on the September 7th presentation regarding the <br />Inspector General item to the City Council. <br />DISCUSSION CALENDAR <br />MINUTES <br />Following discussion, it was moved by Member Mabon and seconded by Member <br />Newberry to approve the minutes of August 18, 2021, as presented. The motion <br />carried unanimously. <br />SUBCOMMITTEE UPDATE - INSPECTOR GENERAL PRESENTATION REVIEW <br />Following discussion and without formal motion, the Charter Review Committee <br />received and ordered filed the subcommittee's update regarding the Inspector <br />General presentation held on September 7, 2021, during the City Council meeting. <br />PROPOSED CHARTER AMENDMENT LANGUAGE FOR REVIEW AND ADOPTION <br />AMENDING MAYORAL AUTHORITY <br />Following discussion, it was moved by Member Goldman and seconded by Member <br />Mabon to table the discussion regarding the proposed Charter amendment <br />language and mayoral authority to a future meeting. The motion carried <br />unanimously. <br />1 <br />
