I n <br />CITY OF <br />IZIVEIZSIDE <br />City Council Memorandum <br />City oJArts Unnovation <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: NOVEMBER 16, 2021 <br />FROM: PUBLIC WORKS DEPARTMENT WARD: 1 <br />SUBJECT: EXTENSION OF TEMPORARY PARKING CONSIDERATION FOR THE <br />RIVERSIDE COUNTY OFFICE OF EDUCATION - SUSPENSION OF <br />ENFORCEMENT OF SURROUNDING 90 -MINUTE TIME LIMIT AND <br />PREFERENTIAL PARKING ZONES, PASSENGER LOADING ZONE, AND <br />PREPAY METERED PARKING THROUGH MARCH 2022 <br />ISSUE: <br />Extend a temporary parking consideration for the Riverside County Office of Education (RCOE) <br />to suspend enforcement of the 90 -minute time limit and Preferential Parking Zones (PPZ's), <br />white curb passenger loading zone, and prepay metered parking spaces on designated street <br />segments in the immediate vicinity of their office. <br />RECOMMENDATION: <br />That the City Council approve the Riverside County Office of Education (RCOE) requests for: <br />1. Extension of the suspension of enforcement of 90 -Minute Timed and white curb <br />passenger loading zone on 13th St. between Brockton Ave. and Chestnut St.; the 90 - <br />Minute Preferential Parking Zone on the south side of 12th St. between Chestnut St. and <br />Almond St. from July 1, 2021, through March 31, 2022.; and <br />2. Authorization to intermittently prepay metered spaces at the full rate of $1.50/hour per <br />space, without reserving the spaces but withhold enforcement, as requested, at these <br />locations: <br />a. Both sides of Almond St. between 11 th and 12th Streets; and <br />b. Southside of 12th St. from Almond St. until the driveway approach. <br />BOARD RECOMMENDATION: <br />On September 1, 2021, the Transportation Board (Board) reviewed this matter; six of nine <br />members were present. The Board voted unanimously to recommend to the City Council the <br />Riverside County Office of Education (RCOE) requests for: <br />1. Extension of the suspension of enforcement of 90 -Minute Timed and white curb <br />passenger loading zone on 13th St. between Brockton Ave. and Chestnut St.; the 90- <br />
