CITY OF kIIVEkSIDE City �fArts Unno�-atlon City Council Memorandum TO: HONORABLE MAYOR AND CITY COUNCIL DATE: NOVEMBER 16, 2021 FROM: PUBLIC WORKS DEPARTMENT WARD: 6 SUBJECT: INDIANA AVENUE — ESTABLISHMENT OF TIMED NO PARKING ZONE ISSUE: Establishment of a Timed No Parking Zone on the south side of Indiana Avenue from Wickham Drive to 375 feet easterly thereof, in conjunction with the installation of Class II Bike Lane. RECOMMENDATION: That the City Council adopt a resolution to establish a "No Parking between the hours of 7:00 to 9:00 a.m. and 4:00 to 6:00 p.m. Monday through Friday except holidays" zone on the south side of Indiana Avenue from Wickham Drive to 375 feet easterly thereof. BOARD RECOMMENDATION: On September 1, 2021, the Transportation Board (Board) reviewed this matter; eight of eleven members were present. The Board voted unanimously to recommend establishment of the time- limited parking zone on the designated segment of Indiana Avenue. BACKGROUND: The Public Works Department enacts and establishes parking restrictions on street segments equipped with Class II Bike Lanes where the prohibition of parking is recommended to provide cyclists with unobstructed access to and utilization of the Bike Lanes. Parking restrictions may be targeted to peak commute hours based on the location of the Class II Bike Lane facilities, nearby key destinations, and projected use. Section 4 of the Riverside P.A.C.T. documents the support of restricting parking to certain times of the day to allow bike accessibility while allowing residents to park on -street at night." DISCUSSION: The Public Works Department is proposing establishment of a Timed No Parking zone on the south side of Indiana Avenue from Wickham Drive to 375 feet easterly thereof in conjunction with an upcoming roadway repaving project which will include installation of a Class II Bike Lane within this segment of roadway.
