I n CITY OF I-IVEIZSIDE City o�Arts Unnovatlon City Council Memorandum TO: HONORABLE MAYOR AND CITY COUNCIL DATE: NOVEMBER 16, 2021 FROM: GENERAL SERVICES DEPARTMENT WARD: 3 SUBJECT: FEDERAL AVIATION ADMINISTRATION AIRPORT RESCUE GRANT APPLICATION AUTHORIZED UNDER THE AMERICAN RESCUE PLAN ACT FOR RIVERSIDE MUNICIPAL AIRPORT IN THE AMOUNT OF $59,000 — SUPPLEMENTAL APPROPRIATION ISSUE: Approve the grant application submission to the Federal Aviation Administration Airport Rescue Grant authorized under the American Rescue Plan Act for Riverside Municipal Airport in the amount of $59,000. RECOMMENDATIONS: That the City Council: 1. Approve the submission of the Federal Aviation Administration Airport Rescue Grant authorized under the American Rescue Plan Act in the amount of $59,000; 2. With at least five affirmative votes, upon grant award, record an increase in revenues and appropriate expenditures in the amount of $59,000 in the Airport Fund, Airport Rescue Grant Project; and 3. Authorize the City Manager, or his designee, to execute all grant documents, including making minor non -substantive changes. BACKGROUND: The American Rescue Plan Act (ARPA) was enacted on March 11, 2020. Under ARPA, nearly $8 billion was authorized for eligible U.S. airports to prevent, prepare for, and respond to the COVID-19 pandemic. On June 22, 2021, the United States Secretary of Transportation identified Riverside Municipal Airport's eligibility for an Airport Rescue Grant authorized under ARPA in the amount of $59,000.
