I n <br />CITY OF <br />I-IVEIZSIDE <br />City o�Arts Unnovatlon City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: NOVEMBER 16, 2021 <br />FROM: GENERAL SERVICES DEPARTMENT WARD: 3 <br />SUBJECT: FEDERAL AVIATION ADMINISTRATION AIRPORT RESCUE GRANT <br />APPLICATION AUTHORIZED UNDER THE AMERICAN RESCUE PLAN ACT <br />FOR RIVERSIDE MUNICIPAL AIRPORT IN THE AMOUNT OF $59,000 — <br />SUPPLEMENTAL APPROPRIATION <br />ISSUE: <br />Approve the grant application submission to the Federal Aviation Administration Airport Rescue <br />Grant authorized under the American Rescue Plan Act for Riverside Municipal Airport in the <br />amount of $59,000. <br />RECOMMENDATIONS: <br />That the City Council: <br />1. Approve the submission of the Federal Aviation Administration Airport Rescue Grant <br />authorized under the American Rescue Plan Act in the amount of $59,000; <br />2. With at least five affirmative votes, upon grant award, record an increase in revenues and <br />appropriate expenditures in the amount of $59,000 in the Airport Fund, Airport Rescue <br />Grant Project; and <br />3. Authorize the City Manager, or his designee, to execute all grant documents, including <br />making minor non -substantive changes. <br />BACKGROUND: <br />The American Rescue Plan Act (ARPA) was enacted on March 11, 2020. Under ARPA, nearly <br />$8 billion was authorized for eligible U.S. airports to prevent, prepare for, and respond to the <br />COVID-19 pandemic. <br />On June 22, 2021, the United States Secretary of Transportation identified Riverside Municipal <br />Airport's eligibility for an Airport Rescue Grant authorized under ARPA in the amount of $59,000. <br />
