CITY OF <br />IZIVEKSIDE <br />City Council Memorandum <br />City ,JArts Innovation <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: NOVEMBER 16, 2021 <br />FROM: FIRE DEPARTMENT WARDS: ALL <br />SUBJECT: SECURING THE CITIES PROGRAM GRANT AWARD FOR THE LOS <br />ANGELES/LONG BEACH URBAN AREA REGION IN THE AMOUNT OF $37,500 <br />— SUPPLEMENTAL APPROPRIATION <br />ISSUE: <br />Accept funding from the Securing the Cities Program Grant for the Los Angeles/Long Beach <br />Urban Area Region in the amount of $37,500 to assist the City in developing a regional structure <br />of law enforcement and first responder organizations to identify, prevent and respond to potential <br />nuclear and radiological threats. <br />RECOMMENDATIONS: <br />That the City Council: <br />1. Authorize acceptance of the Securing the Cities Program Grant in the amount of $37,500; <br />2. With at least five affirmative votes, upon receipt of the grant award, authorize an increase <br />in revenue and appropriation expenditures in an amount equal to the grant award, in the <br />Grants and Restricted Programs Fund, Securing The Cities Program Sustainment Funding <br />Grant; and <br />3. Authorize, upon grant award, the City Manager, or designee, to execute all grant <br />documents necessary to receive the grant funds including acceptance of the grant award <br />and subsequent supplemental grant funding, as well as, making minor non -substantive <br />changes. <br />BACKGROUND: <br />The Los Angeles/Long Beach Urban Areas Security Initiative (UASI) Region for Securing the <br />Cities (STC) Program is designed to enhance the nation's ability to detect and prevent a <br />radiological or nuclear attack in cities facing the highest risk. The STC Program is a cooperative <br />grant program with annual funding allocations from the Department of Homeland Security (DHS) <br />Domestic Nuclear Detection Office (DNDO). Since the grant's beginning, the City of Los Angeles <br />has received over $24 million in direct funding, procured cutting-edge equipment, and has trained <br />hundreds of first responders in preventative radiological and nuclear detection with a goal of <br />equipping and training at least 4,000 sworn personnel. <br />
