<br /> <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> <br />BOARD OF PUBLIC UTILITIES DATE: OCTOBER 25, 2021 <br /> <br />SUBJECT: SERVICES AGREEMENT FROM REQUEST FOR PROPOSAL #2082 WITH <br />FAITH ELECTRIC, LLC OF REDLANDS, CALIFORNIA FOR MEDIUM <br />VOLTAGE SWITCHGEAR REPAIRS AT RIVERSIDE ENERGY RESOURCE <br />CENTER IN THE AMOUNT OF $82,844 <br />ISSUE: <br />Consider approval of the Services Agreement from Request for Proposal 2082 with Faith Electric, <br />LLC of Redlands, California, for medium voltage switchgear repairs at Riverside Energy Resource <br />Center, in the amount of $82,844. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve the Services Agreement with Faith Electric, LLC of Redlands, California for <br />medium voltage switchgear repairs at Riverside Energy Resource Center in the amount of <br />$82,844; and <br /> <br />2. Authorize the City Manager, or designee, to execute the Services Agreement with Faith <br />Electric, LLC, including making minor non-substantive changes. <br /> <br /> <br />BACKGROUND: <br />The Riverside Energy Resource Center (RERC) consists of four fast start gas turbine units that <br />can produce 196 megawatts of power in less than ten minutes. These units are critical to meeting <br />daily electricity demands and peak loads during the hot summer months. <br />On August 28, 2020 an electrical switchgear failed and rendered the air inlet chiller for RERC <br />Units 1&2 out of service. The chiller to cool the ambient air entering both gas turbines <br />to 47 degrees. Without the colder air, the maximum combined output on RERC 1&2 was reduced <br />from 98 to 50 megawatts because the ambient air was not able to be cooled. Due to critical need <br />for electricity during the summer peak period, the faulty electrical switchgear was safely isolated, <br />and the back-up switchgear system was energized to restore RERC 1&2 to normal operating <br />capacity. Completing the repairs on the primary switchgear system is essential to sustain the high <br />reliability of RERC 1&2. Staff assessed the damages on the faulty electrical switchgear and issued <br />a Request for Proposal (RFP) to perform the repairs. <br /> <br />
