OFFICIAL TITLE AND SUMMARY <br />BALLOT TITLE <br />OCT 13 2021 <br />City of Riverside <br />City Clerk's Office <br />An initiative measure to repeal the City of Riverside's ban on commercial cannabis <br />activities and to permit, regulate, and tax medical and adult use cannabis businesses <br />in the City. <br />BALLOT SUMMARY <br />This initiative measure would amend the City of Riverside's Municipal Code by <br />repealing various ordinances that currently prohibit the sale, distribution, <br />transportation, cultivation, delivery, and manufacturing of cannabis within the City. <br />State law grants local authorities the ability to permit, regulate, and tax cannabis <br />activities through local permitting, zoning, and taxing regulations, in addition to state <br />regulations. <br />If approved by the voters, the proposed initiative measure would permit, regulate, <br />and tax cannabis cultivation, production, manufacturing, testing, transportation, <br />distribution, and retail sales. <br />Cannabis manufacturing, cultivation, testing laboratory and distribution shall only <br />be allowed in the General Industrial and Business and Manufacturing Park Zones. <br />Storefront retailers shall only be allowed in the Commercial Retail, Commercial <br />General, Commercial Regional Center, Business and Manufacturing Park Zones, <br />and commercial property within the Downtown Specific Plan. <br />The number of permitted cannabis retail businesses shall be limited to one (1) per <br />32,000 residents. However, the number of retail businesses within the Downtown <br />Specific Plan shall be limited to three (3). In addition, the total number of <br />manufacturing, cultivation, testing laboratory, and distribution cannabis business <br />permits shall not exceed ten (10). <br />Cannabis businesses (except those manufacturing cannabis products using volatile <br />solvents) will be subject to development and operation standards and a permit <br />application process with a filing fee of $2,500. Applications would be scored on a <br />merit -based system which will include a (1) Location Score; (2) Security Score; (3) <br />Ventilation and Odor Control Score; (4) Local Community Center Enterprise Score; <br />(5) Corporate Stability Score; (6) State Cannabis Law Compliance Verification <br />Score; (7) Business Plan Score; and (S) Charitable Community Event Score.
