SEP 2 8 2021 <br />Notice of Intent to Circulate Petition <br />City of Riverside <br />City Clerk's Office <br />Notice is hereby given by the persons whose names appear hereon of their intention to circulate the <br />petition within the City of Riverside, CA for the purpose of taxing and regulating cannabis. A statement <br />of the reasons of the proposed action as contemplated in the petition is as follows: <br />Without regulation, the cultivation and manufacturing of cannabis, and its subsequent <br />transportation, distribution, and retail sales has potential adverse effects to the health and <br />safety of the community. By creating a fair and reasonable regulatory environment for cannabis <br />businesses, the City will be able to maintain order while avoiding undue burdens on its financial <br />resources. <br />Bringing cannabis into a regulated and legitimate market will create a transparent and <br />accountable system. City revenues from a legal and regulated market can cover not only the <br />cost of administering the new law but can also be used to invest in many programs, including <br />but not limited to; public health programs that educate youth to prevent and treat serious <br />substance abuse; train local law enforcement to enforce the new law; invest in the community <br />to reduce the illicit market and create job opportunities. <br />Resident and Voter of Riverside <br />X <br />Saud Rodriguez Jr. <br />
