MINUTES TRANSPORTATION BOARD City of Riverside Wednesday, September 1, 2021 5:30 p.m. PRESENT: Chair Dilesh Sheth, Vice Chair Brandon Bullock and Members Robert Moran, Deborah Martin, Rico Alderette, Karen Brown, Ignacio Carrillo, and John Bulinski ABSENT: Member Jose Armas, Frank Brown, and Robert Moran STAFF PRESENT: Nathan Mustafa, Phillip Nitollama, Beth Florio, and Ruthann Salera Chair Sheth called the meeting to order at 5:33 p.m. APPROVAL OF MINUTES Motion was made by Member Alderette and seconded by Member Carrillo approving the July 7, 2021 Transportation Board meeting minutes as presented. Motion carried unanimously. E -COMMENT COMMUNICATION FROM PUBLIC There were no E -Comments received. DISCUSSION CALENDAR CHALLEN STREET AT ORLANDO DRIVE & FOOTHILL AVENUE — TEMPORARY NEIGHBORHOOD TRAFFIC CIRCLE PILOT PROJECT Following discussion motion was made by Vice Chair Bullock and seconded by Member Bulinski recommending that the Transportation Board recommend that the City Council approve a 6 - month temporary Neighborhood Traffic Circle improvement pilot project at the intersection of Challen Street and Orlando Drive / Foothill Avenue. Motion carried unanimously. EXTENSION OF TEMPORARY PARKING CONSIDERATION FOR THE RIVERSIDE COUNTY OFFICE OF EDUCATION - SUSPENSION OF ENFORCEMENT OF SURROUNDING 90 -MINUTE TIME LIMIT AND PREFERENTIAL PARKING ZONES, PASSENGER LOADING ZONE, AND PREPAY METERED PARKING THROUGH MARCH 2022 Following discussion motion was made by Vice Chair Bullock and seconded by Member Carrillo that the Transportation Board recommend to the City Council regarding Riverside County Office of Education (RCOE) requests for: 1. Extension of the suspension of enforcement of 90 -Minute Timed and white curb passenger loading zone on 13th St. between Brockton Ave. and Chestnut St.; the 90 - TRANS -1
