<br /> <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> <br />BOARD OF PUBLIC UTILITIES DATE: SEPTEMBER 27, 2021 <br /> <br />SUBJECT: SOFTWARE AND TECHNICAL SUPPORT SERVICES FOR THE PLANT <br />CONTROL SYSTEMS AT RIVERSIDE ENERGY RESOURCE CENTER AND <br />SPRINGS GENERATING STATION FROM E&M ELECTRIC & MACHINERY, <br />INC., DBA WONDERWARE OF HEALDSBURG, CALIFORNIA, FOR A TWO- <br />YEAR TERM IN THE AMOUNT OF $63,090 <br />ISSUES: <br />Consider recommending that the City Council approve the expenditure for software and technical <br />support services for the plant control systems at Riverside Energy Resource Center and Springs <br />Generating Station from E&M Electric & Machinery, Inc., dba Wonderware of Healdsburg, <br />California, for a two-year term in the amount of $63,090. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council: <br />1. Authorize the expenditure for software and technical support services from E&M Electric & <br />Machinery Inc., dba Wonderware of Healdsburg, California for the plant control systems at <br />Riverside Energy Resource Center and Springs Generating Station, for a two-year in the <br />amount of $63,090; <br /> <br />2. Approve the End User License Agreement with Aveva Software, LLC for Wonderware <br />Software; and <br /> <br />3. Authorize the City Manager, or designee, to execute the end user license agreement with <br />Aveva Software, LLC including minor non-substantive changes. <br /> <br /> <br />BACKGROUND: <br />The City of Riverside owns and operates the Riverside Energy Resource Center (RERC), and the <br />Springs Generating Station (Springs). Both plants are environmentally regulated to operate at <br />the lowest possible emissions for their engine classes. Collectively, they produce 232 megawatts <br />of power and only operate when there is a critical need to meet electricity demands. <br />Operations at each facility are conducted through each plant control systems allowing <br />technicians to interface with numerous pieces of equipment and wide variety of components. The <br />Wonderware software runs on the distributed control systems and provides data that is used in <br /> <br />
