CHARTER REVIEW COMMITTEE <br />WEDNESDAY, JUNE 16, 2021, 5 P.M. <br />VIRTUAL MEETING <br />MINUTES <br />PRESENT: Members Warren Avery, James Goldman, Kori Norsell, <br />Garth Newberry, Malissa McKeith, Randolph Ben Clymer, Jr., <br />Rafael "Frank" Ramirez, Pete Benavidez, Thanouthong "Brian" <br />Saipramuk, Alia Rodriguez, and Larry Burns <br />ABSENT: Alternate Monrow A. Mabon <br />STAFF PRESENT: Eva Arseo, Donesia Gause, Edward Enriquez, and Elliot Min <br />Chair Clymer convened the meeting at 5:02 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There were no oral comments. <br />MINUTES <br />Following discussion, it was moved by Member Goldman and seconded by <br />Member Avery to approve the minutes of May 19, 2021. The motion carried <br />unanimously. <br />REVIEW OF FINAL DRAFT REPORT TO CITY COUNCIL WITH AMENDMENT <br />RECOMMENDATIONS <br />Following discussion, it was moved by Member Goldman and seconded by <br />Member Avery to adopt the ballot measure proposed by Member Goldman as <br />revised. The motion carried with Members Saipramuk, Avery, Rodriguez, <br />Goldman, Norsell and Chair Clymer vote aye and Members Burns and Ramirez <br />voting no. Members Benavidez, Newberry, and Vice Chair McKeith abstained. <br />Member Goldman's suggestion: <br />"Shall the measure, beginning January 2022, discontinuing the 11.5% <br />tax on electricity, replacing it with a $38 million fixed amount <br />transferred from Riverside Public Utility to the unrestricted general <br />fund which amount will be reduced annually by $1 million until this <br />reduction reaches $30 million and continuing until ended by the <br />voters, be adopted?" <br />I <br />
