CHARTER REVIEW COMMITTEE <br />WEDNESDAY, MARCH 17, 2021, 5 P.M. <br />VIRTUAL MEETING <br />MINUTES <br />PRESENT: Members Warren Avery, James Goldman, Kori Norsell, <br />Garth Newberry, Malissa McKeith, Randolph Ben Clymer, Jr., <br />Rafael "Frank" Ramirez, Pete Benavidez, Thanouthong "Brian" <br />Saipramuk, Alia Rodriguez, Larry Burns, and Alternate <br />Monrow A. Mabon <br />ABSENT: None <br />STAFF PRESENT: Eva Arseo and Elliot Min <br />Chair Clymer convened the meeting at 5:00 p.m. <br />Interview with Mayor Lock Dawson <br />The Committee's inquiries and discussion with Mayor Lock Dawson included the <br />William R. Bailey v City of Riverside litigation, the authority of the Mayor, checks <br />and balances, veto versus vote power voter confusion, expansion of veto to <br />policies and budget line item expenditures, input on the selection of an inspector <br />general, audits and investigations, clean air and sustainability. <br />Mayor Lock Dawson expressed support of the judge's decision on the Bailey v City <br />of Riverside litigation, role of the Mayor being a voter decision, veto power, having <br />input in Charter Officer selection process, and green and clean entrepreneurial <br />tech system. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Tom Evans and Aurora Chavez spoke regarding Mayor's veto. <br />MINUTES <br />Following discussion, it was moved by Member Avery and seconded by Member <br />Goldman to approve fhe minutes of February 17, 2021. The motion carried <br />unanimously. <br />INTERNAL AND EXTERNAL AUDITS AND INVESTIGATIONS TRACKING AND REPORTING <br />PROCESS <br />City Manager Zelinka reported on the internal and external audits and <br />investigations tracking and reporting.
