CHARTER REVIEW COMMITTEE <br />THURSDAY, JULY 15, 2021, 5 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />ART PICK COUNCI]_ CHAMBER <br />3900 MAIN STREET, RIVERSIDE, CA 92522 <br />MINUTES <br />PRESENT: Members Warren Avery, James Goldman, Kori Norsell, Garth <br />Newberry, Malissa McKeith, Randolph Ben Clymer, Jr., Rafael <br />"Frank" Ramirez, Pete Benavidez, Thanouthong "Brian" <br />Saipramuk, Larry Burns, and Alternate Monrow A. Mabon <br />ABSENT: Alia Rodriguez <br />STAFF PRESENT: Donesia Gause, Susan Wilson, Edward Enriquez, and Elliot Min <br />Chair Clymer convened the meeting at 5:02 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There were no oral comments. <br />PROPOSED AMENDMENTS TO THE CHARTER REVIEW COMMITTEE'S JUNE 30 2021 <br />BALLOT RESOLUTION STATED IN THE CITY'S STAFF REPORT POSTED ON JULY 8, 2021 AND <br />ANY RECOMMENDED CHANGES THERETO <br />Following discussion, it was moved by Member Avery and seconded by Member <br />Burns to adopt the "Services Protection and Fiscal Responsibility Act" ballot measure <br />language and directed Chair Clymer and Vice Chair McKeith to work with City <br />Attorney's Office on July 16, 2021. The motion carried with Members Newberry, <br />Avery, Saipramuk, Goldman, and Chair Clymer and Vice Chair McKeith voting aye <br />and Member Burns voting no, Member Benavidez abstained and Members Norsell <br />and Ramirez did not vote. <br />PRESENTATION ON JULY 20, 2021 BY CHARTER REVIEW COMMITTEE TO CITY COUNCIL <br />Following discussion, it was moved by Chair Clymer and seconded by Member <br />Benavidez to nominate Member Goldman to present the Charter Review <br />recommendation on the ballot measure language to the City Council on <br />July 20, 2021. The motion carried unanimously. <br />REVIEW OF THE CITY'S FM3 SURVEY PUBLISHED ON JULY 2, 2021 <br />Following discussion and without formal motion, the Committee unanimously <br />received and order filed the City's FM3 survey published on July 2, 2021. <br />The meeting adjourned at 6:37 p.m. <br />Respect ly i ted, <br />DONESIA 6AUSE <br />City Clerk <br />
