W A T E R ENERGY I LIFE <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />P U B I I C U I 1 1 R I E S <br />BOARD OF PUBLIC UTILITIES DATE: JUNE 14, 2021 <br />SUBJECT: CITY OF RIVERSIDE CODE OF ETHICS <br />ISSUE: <br />Conduct the annual review of the City of Riverside Code of Ethics and Conduct and submit any <br />recommendations to the Board of Ethics for consideration. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Review and discuss the City of Riverside Code of Ethics and Conduct; and <br />2. Submit any recommendations to the Board of Ethics for consideration. <br />BACKGROUND: <br />On November 2, 2004, the voters of the City of Riverside approved Measure DD adding Section <br />202 to the Riverside City Charter and requiring the adoption of a Code of Ethics and Conduct for <br />elected officials and for members of appointed boards and commissions. The City Council <br />adopted such Code of Ethics and Conduct by resolution. <br />On April 5, 2016, the City codified the Code of Ethics and Conduct by adding Chapter 2.78 to the <br />Riverside Municipal Code, entitled "Code of Ethics and Conduct". A copy of that ordinance is <br />attached to this report. The City Council most recently amended the Code of Ethics and Conduct <br />on May 9, 2018. A copy of the April 24, 2018, Council report detailing such changes is attached <br />hereto. <br />Section 2.78.110 of the Code of Ethics and Conduct is entitled "Monitoring and Oversight" and <br />requires that prior to the end of July of each year, "boards and commissions shall agendize and <br />discuss at a regular meeting this Code of Ethics and Conduct and submit to the Board of Ethics <br />any recommendations for the Board's consideration." Section 2.78.110 further provides that any <br />such recommendations will be discussed by the Governmental Affairs Committee and the Board <br />of Ethics at their respective meetings. <br />
