Freeman <br />Chair Kirby called the meeting to order at 9:00 a.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Drew Oberjuerge, Executive Director, Riverside Art Museum, and Timothy Jackson spoke <br />in support of the AC Marriott and Residence Inn. <br />PUBLIC HEARINGS <br />PLANNING CASES P19-0560, P19-0561 and P19-0562 - CONDITIONAL USE PERMIT AND <br />VARIANCES, AC MARRIOTT AND RESIDENCE INN - 3420-3482 MISSION INN AVENUE, WARD <br />1 <br />Proposal by Overland Development Company to consider the following entitlements for <br />the construction of a dual branded hotel (AC Marriott and Residence Inn) and the <br />conversion and modification of the former fire station into office space: 1) a Conditional <br />Use Permit to permit a hotel development, with a floor -area -ratio greater than 3.0, and a <br />building height greater than 60 feet; 2) a Variance to reduce the required 15 -foot front <br />setback on Mission Inn Avenue; and 3) a Variance to allow fewer parking spaces than <br />required by Code. Brian Norton, Senior Planner, presented the staff report. He stated <br />that staff received three letters in support of the project and three letters in opposition. <br />The letters in opposition raised concerns regarding available parking, viability of an <br />additional hotel in the Downtown and the environmental determination. He noted that <br />adequate parking is available in nearby parking lots, parking structures and on -street <br />located along Mission Inn Avenue. With regard to the viability of the hotel development, <br />the applicant has conducted studies demonstrating the need for the proposed project. <br />The project qualifies for infill as it is consistent with the General Plan, Zoning Code and the <br />Downtown Specific Plan. It should be noted that the Municipal Code allows for variances <br />to be granted that deviate from the development standards.
