RPU-2108535 FOR CONDUIT AND CABLE REPLACEMENT FROM <br />VAULT V2824 TO VAULT V542 WITH HOT LINE CONSTRUCTION, INC., IN <br />THE AMOUNT OF $112,124; AND WORK ORDER NO. 2108535 FOR A TOTAL <br />CAPITAL EXPENDITURE OF $176,000 <br />ISSUES: <br />Consider the award of Bid No. RPU-2108535 for Conduit and Cable Replacement from Vault <br />V2824 to Vault V542 to Hot Line Construction, Inc., in the amount of $112,124; and approval of <br />Work Order No. 2108535 for a total capital expenditure of $176,000. <br /> <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Award Bid No. RPU-2108535 for Conduit and Cable Replacement from Vault V2824 to <br />Vault V542 to the lowest responsive and responsible bidder, Hot Line Construction, Inc., <br />of Brentwood, California, in the amount of $112,124; and <br /> <br />2. Approve Work Order No. 2108535 for a total capital expenditure of $176,000. <br />BACKGROUND: <br />On August 18, 2020, Circuit 1504 out of the Freeman Substation experienced an outage that <br />lasted six hours, affecting 713 residential and commercial customers, including Best Buy, Bank <br />and Magnolia Police Department, among <br />others, all in the vicinity of Magnolia Avenue, Tyler Street and Hole Avenue. <br />Electric Field Crews restored power to the affected customers and found the source of the outage <br />to be a section of burnt underground 12kV feeder cable between vaults V2824 and V542 and <br />were not able to reuse the conduit to pull new cable because the conduit was also damaged. In <br />addition, gas switch GS3-191 inside the vault (V542) contains a critical circuit-tie between <br />Freeman Circuit 1504 and Harvey Lynn Circuit 1282, which is currently inoperable due to the <br />damaged cable. Circuit-ties between electric circuits are critical to the overall reliability and <br />operability of the electric system to continue providing safe and reliable electric service to the area <br />in the event that a portion of one circuit is out of service. <br /> <br />
