W A T E R E N E R G Y L I F I <br />RIVERSIDE PUBLIC UTILITIES <br />19& <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES <br />Board Memorandum <br />DATE: MARCH 22, 2021 <br />SUBJECT: FIFTH AMENDMENT TO PROFESSIONAL CONSULTANT SERVICES <br />AGREEMENT FOR THE RIVERSIDE TRANSMISSION RELIABILITY <br />PROJECT WITH POWER ENGINEERS, INC., TO EXTEND THE TERM FOR <br />FIVE YEARS, ENDING DECEMBER 31, 2026, FOR A TOTAL AMOUNT OF <br />$5,363,396 <br />ISSUES: <br />Consider approval of the Fifth Amendment to the Professional Consultant Services Agreement <br />for the Riverside Transmission Reliability Project with Power Engineers Inc., of Meridian, <br />Idaho, to extend the term for five years, ending December 31, 2026, for a total amount of <br />$5,363,396; and approve a change order authority of 20% or $1,072,679. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve the Fifth Amendment to the Professional Consultant Services Agreement with <br />Power Engineers Inc., of Meridian, Idaho, to extend the term by five years ending <br />December 31, 2026, and increase the amount of the agreement by $5,363,396, for a <br />total contract cost of $21,672,210 for engineering services related to RTRP project <br />components; <br />2. Approve a change order authority in an amount not to exceed 20%, or $1,072,679, of <br />the amended contract amount of $5,363,396; and <br />3. Authorize the City Manager, or his designee, to execute the Fifth Amendment to the <br />Professional Consultant Services Agreement with Power Engineers Inc., including <br />making minor and non -substantive changes. <br />BACKGROUND: <br />Riverside Transmission Reliability Project (RTRP) is a joint project with Southern California <br />Edison (SCE) and will provide Riverside Public Utilities (RPU) with a critical second connection <br />to the state electric transmission grid by connecting to SCE's existing 230kV Mira Loma — <br />Vista line, to address long-term capacity and reliability needs of the City's electric utility <br />system. <br />
