W A T E R E N E R G Y I T F F r� E kd& P U B L I C U T I L I I I L S RIVERSIDE PUBLIC UTILITIES BOARD OF PUBLIC UTILITIES Board Memorandum DATE: MARCH 8, 2021 SUBJECT: SERVICES AGREEMENT WITH TRIMARK ASSOCIATES, INC OF FOLSOM, CALIFORNIA FOR TELEMETRY EQUIPMENT SUPPORT AT RIVERSIDE ENERGY RESOURCE CENTER, SPRINGS AND CLEARWATER POWER PLANTS FOR AN INITIAL FIVE-YEAR TERM WITH THE OPTION TO RENEW ANNUALLY FOR AN ADDITIONAL FIVE YEARS IN THE AMOUNT OF $431,021 ISSUE: Approve a Services Agreement with Trimark Associates Inc, Folsom, California for telemetry equipment support at Riverside Energy Resource Center, Springs and Clearwater Power Plants for a five-year term with the option to renew annually for an additional five years in the amount of $431,021. RECOMMENDATIONS: That the Board of Public Utilities: Approve a Services Agreement with Trimark Associates Inc., of Folsom, California for telemetry equipment support at Riverside Energy Resource Center, Springs and Clearwater Power Plants for an initial five-year term with the option to renew annually for an additional five years in the amount of $431,021; and 2. Authorize the City Manager, or designee, to execute the Services Agreement with Trimark Associates Inc, including making minor non -substantive changes and to execute the optional five one-year extensions. BACKGROUND: The California Independent System Operator (CAISO) requires onsite continuous production metering and direct telemetry on Riverside's generating units. Direct telemetry equipment consists of a Remote Intelligence Gateway (RIG) and electric meters that securely provide operational visibility and accurate data for revenue accounting. Due to the criticality of equipment, Riverside must obtain services from a CAISO approved vendor. All telemetry equipment undergoes extensive testing procedures and formal equipment certifications during the first installation and renewed annually thereafter. Changing equipment would trigger the testing and recertification process in which significant revisions are not recommended.
