People Serving <br />People <br /> <br /> CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />Riverside <br /> <br />~lFAmerica C~{~ <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: March 2, 2004 <br /> <br />ITEM NO: 29 <br /> <br />SUBJECT: MARCH AIR RESERVE BASE LOBBYIST <br /> <br />BACKGROUND: <br /> <br />The attached agreement was approved by the March Joint Powers Commission on January 21, <br />2004, for lobbying services with Twentieth Century Alliance to retain March Air Reserve Base as a <br />viable military installation during the 2005 Base Realignment and Closure process. Mr. Peter <br />Bentley, Co-Chair of the Inland Empire Installation Support Committee will serve as liaison between <br />the lobbyist and the March Joint Powers Commission. <br /> <br />The cities of Moreno Valley, Perris, and Riverside along with the County of Riverside are <br />participating in loaning funds to the March JPA in support of the above mentioned contract. Each <br />entity is loaning $100,000. The Loan is to be repaid by the March JPA Redevelopment Agency in <br />$25,000 annual payments commencing in 2020 and maturing in 2024. The City of Riverside is <br />being asked to enter into a loan agreement in the amount of $100,000 to partially fund the lobbyist. <br />Additional funding of the agreement will be supplemented through fund raising efforts in the local <br />community. <br /> <br />On a related issue, the Navy Surface Weapons Center in Norco is also at risk of closure through <br />the BRAC process. The City of Norco has retained a lobbyist to advocate the importance of <br />retaining the Norco facility. The Cities of Norco and Corona have contributed to the cost of the <br />lobbyist. The City of Riverside is expecting to receive a request to assist with this funding since <br />approximately 37% of the Center's employees live within the City of Riverside. A fundraising <br />initiative will be launched soon with the expectation of raising sufficient funds from the private sector <br />to reimburse the contributions from the public entities. A City Council report regarding the City of <br />Riverside's participation will be presented at a future meeting. <br /> <br />FISCAL IMPACT: <br /> <br />Sufficient funds are available in the General Fund Unallocated balance. <br /> <br />ALTERNATIVES: <br /> <br />Participate at a lesser amount or decline to execute the loan agreement. <br /> <br />29-1 <br /> <br /> <br />
