CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />People Serving <br />People <br /> <br />Riverside <br /> <br />~lI-Amedca C~ <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: March 2, 2004 <br /> <br />ITEM NO: 2O <br /> <br />SUBJECT: <br /> <br />APPROVALTO PAYANINCENTIVE OF$71~000FORENERGYAUDITFEASlBILITY <br />STUDY FOR RIVERSIDE COMMUNITY HOSPITAL <br /> <br />BACKGROUND: <br /> <br />City of Riverside Public Utilities (RPU) business customers can take advantage of The Energy Management <br />Technical Assistance Services Program, which provides a comprehensive energy audit. Upon completion of <br />the audit, a report is generated to identify viable and cost effective energy measures that will help reduce <br />energy use and operating costs. Self-directed Public Benefit Funds are also available to select Public Utilities <br />contract customers who have entered into an Electric Services Agreement. Eligible customers can access <br />these funds for unique energy management or conservation projects. <br /> <br />Riverside Community Hospital (RCH) has requested to utilize their Self-directed funds and Technical <br />Assistance funds for a comprehensive energy audit for their Central Plant. These consulting services will <br />include the extensive audit and developmer~t of an energy model of the hospital. Upon completion of these <br />services, RCH will be able to better identify cost saving measures to increase efficiency of the facility. <br /> <br />The estimated cost of the consulting services is approximately $71,000. RCH has approximately $54,000 <br />available in self-directed funds, and requests $17,000 from the Technical Assistance program. These <br />programs require Council approval for any incentive that exceeds $50,000. <br /> <br />FISCALIMPACT: <br /> <br />Funds are budgeted and available in the Public Utilities' Public Benefits, Energy Management Technical <br />Assistance Program Account No. 6020100-456028 and Self-directed Funds Program Account No 6020100- <br />456039. <br /> <br />ALTERNATIVES: <br /> <br />An alternative is not to approve the incentive. However, this type of service is encouraged for large <br />commercial industrial customers to identify and correct possible energy inefficiencies in the facility. <br />Furthermore, we are contractually obligated '[o RCH to utilize their Self-directed funds for qualifying programs <br />of their choice. <br /> <br />RECOMMENDATIONS: <br /> <br />That the City Council approve the payment of $17,000 from the Technical Assistance Funds and $54,000 <br />from the Self-directed Funds program for the energy consultant services for Riverside Community Hospital. <br /> <br />20-1 <br /> <br /> <br />
