BOARD OF ETHICS <br />THURSDAY, DECEMBER 3, 2020, 5 P.M. <br />VIRTUAL MEETING <br />MINUTES <br />PRESENT: Chair Nelson, Members Foley, Ford, Graham, Keen, Newman, <br />and Vega <br />ABSENT: Vice Chair Stahovich and Member Huerta <br />STAFF PRESENT: Eva Arseo and Brandon Mercer <br />Chair Nelson convened the Board of Ethics meeting at 5:10 p.m. <br />The Pledge of Allegiance was given to the Flag. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There was no one wishing to speak. <br />MINUTES <br />Following discussion, it was moved by Member Keen and seconded by Member <br />Newman to approve the minutes of November 5, 2020, as presented. The motion <br />carried unanimously. <br />EXCUSAL OF ABSENCE <br />Following discussion, it was moved by Member Foley and seconded by Member <br />Keen to excuse the absence of Gil Vega from the meeting of November 5, 2020. <br />The motion carried unanimously. <br />EX PARTE COMMUNICATIONS WITH HEARING PANELS <br />Senior Deputy City Attorney Mercer provided explanation on ex parte <br />communications with hearing panels. No formal action was taken. <br />APPOINTMENT OF MEMBER TO AD HOC COMMITTEE ON VALIDATION PROCESS FOR <br />APPOINTED AND ELECTED OFFICIAL TO VET POLICY PROPOSALS AND <br />AMENDMENT OF COMPLAINT AFTER FILING <br />Chair Nelson appointed Member Vega to replace Member Huerta on the ad hoc <br />committee. <br />CITY COUNCIL ACTION OF OCTOBER 27,2020 - APPEAL OF HUNTER v. PLASCENCIA <br />COMPLAINT FINDINGS AND DECISIONS <br />Senior Deputy City Attorney Mercer provided explanation on the City Council <br />action of October 27, 2020 regarding the appeal of Hunter v Plascencia findings <br />and decision. No formal action was taken. <br />
