II-4; AND (2) AUTHORIZING THE CITY MANAGER TO EXECUTE <br />THE NECESSARY CONTRACT DOCUMENTS WITH WILLIAM AVERY <br />& ASSOCIATES. <br /> <br /> WHEREAS, the City of Riverside has nine bargaining units with contracts that expire <br />between March 31 and June 30, 2004; and <br /> <br /> WHEREAS, conducting labor negotiations for a city the size of Riverside with multiple <br />bargaining units is a labor intensive process requiring considerable teamwork, coordination, and <br />communication between key leaders with the City, including critical time to receive direction from <br />the City Council and to work to keep the City Council apprised of efforts during the course of the <br />labor negotiations process; and <br /> <br /> WHEREAS, William Avery of William Avery & Associates has been identified and is being <br />recommended for the position of chief negotiator for the City, where he would work closely with a <br />labor relations management team appointed by the City Manager and serve as the lead at the <br />bargaining table for discussions with each respective bargaining unit; and <br /> <br /> WHEREAS, William Avery is highly regarded as an expert in the employer-employee <br />relations arena, which would serve the City well in the labor negotiations area for which the City <br />requires his services; and <br /> <br /> WHEREAS, William Avery has quality experience and a style compatible with what the City <br />believes is important and required in this highly specialized area of management; and <br /> <br /> WHEREAS, William Avery has previously served as a City Manager and as an Assistant <br />City Manager. He was the former President of the Santa Clara County City Manager's Association <br />and has served as Chair of the County Employee Relations Service.
