FOR THE ENGINEERING, <br /> PROCUREMENT AND CONSTRUCTION OF THE PROPOSED MICHIGAN <br /> AVENUE BOOSTER STATION AND WATER TRANSMISSION LINES <br /> <br /> WHEREAS, the proposed Michigan Avenue Booster Pumping Station is a master planned <br />water facility needed to provide adequate pressure and flow to the City of Riverside Public <br />Utilities Department's ("RPU") water service area east of Michigan Avenue in the Hunter <br />Industrial Park area; and <br /> <br /> WHEREAS, one of the larger property owners in the Hunter Industrial Park is Operating <br />Engineers Trust Funds, Inc. COE"), which is undertaking construction in that area which is related <br />to the proposed Michigan Avenue Booster Station; and <br /> <br /> WHEREAS, RPU staff has evaluated various alternatives to meet the City's water pressure <br />and flow needs in that area; and <br /> <br /> WHEREAS, RPU staff has included that as part of the proposed Michigan Avenue Booster <br />Station, the oversizing of 2,222 lineal feet of pipeline, from 12-inch diameter to 20-inch diameter, <br />is also required; and <br /> <br /> WHEREAS, RPU staff has concluded that it would be in the best interest of the City to <br />enter into a reimbursement agreement with OE for the above-referenced construction, in that it is <br />more economical for OE to design and construct the proposed Michigan Avenue Booster Station <br />and the needed water transmission lines, because of their related construction, and as OE is <br />currently constructing other improvements in that area, the work can be accomplished in a quicker <br />fashion than if the City were to seek other methods of construction; and <br /> <br />WHEREAS, the project would be delayed by at least three months if the City were to <br />construct this project pursuant to a competitive procurement process, and staffbelieves that there <br /> <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909} 826-5567 <br /> <br /> <br />
