V I T F F <br />RIVERSIDE PUBLIC UTILITIES <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES <br />Board Memorandum <br />DATE: JANUARY 11, 2021 <br />SUBJECT: PROFESSIONAL CONSULTANT SERVICES AGREEMENTS WITH CALGON <br />CARBON CORPORATION AND CARBON ACTIVATED CORPORATION IN <br />RESPONSE TO REQUEST FOR PROPOSAL NO. 2018 FOR GRANULAR <br />ACTIVATED CARBON TESTING FOR A TERM THROUGH DECEMBER 31, 2021 <br />IN THE COMBINED AMOUNT NOT TO EXCEED $227,200 <br />ISSUES: <br />Consider approval of two Professional Consultant Services Agreements with Calgon Carbon <br />Corporation and Carbon Activated Corporation in response to Request for Proposal No. 2018 for <br />Granular Activated Carbon Testing for one-year term in the combined amount not to exceed <br />$227,200. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve a Professional Consultant Services Agreement with Calgon Carbon Corporation <br />for Granular Activated Carbon Testing for a term through December 31, 2021 in an amount <br />not to exceed $106,000; <br />2. Approve a Professional Consultant Services Agreement with Carbon Activated Corporation <br />for Granular Activated Carbon Testing for a term through December 31, 2021 in an amount <br />not to exceed $121,200; and <br />3. Authorize the City Manager, or his designee, to execute the Professional Consultant <br />Services Agreements with Calgon Carbon Corporation and Carbon Activated Corporation, <br />including making minor and non -substantive changes and to sign all documents and <br />instruments necessary to complete the transactions. <br />BACKGROUND: <br />On October 28, 2019, Riverside's Board of Public Utilities approved Work Order No. 2008392 in <br />the total amount of $850,000, in which part of this amount was dedicated to testing Bituminous <br />Coal Based Granular Activated Carbon (GAC) to treat and reduce the amount of Per- and <br />polyfluoroalkyl substances, known as PFAS, and co -contaminants in its potable water. <br />
