6 <br /> <br /> 7 <br /> <br /> 8 <br /> <br /> 9 <br /> <br /> 10 <br /> <br /> 11 <br /> <br /> 12 <br /> <br /> 13 <br /> <br />14 <br /> <br />15 <br /> <br />16 <br /> <br />17 <br /> <br />~8 <br /> <br />19 <br /> <br />20 <br /> <br />21 <br /> <br />22 <br /> <br />23 <br /> <br />24 <br /> <br />25 <br /> <br />26 <br /> <br />27 <br /> <br /> RESOLUTION NO. 20611 <br /> <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> RIVERSIDE, CALIFORNIA, ESTABLISHING RULES OF <br /> PROCEDURE AND ORDER OF BUSINESS FOR THE CITY <br /> COUNCIL OF THE CITY OF RIVERSIDE AND RELATED <br /> FUNCTIONS AND ACTIVITIES AND RESCINDING ALL <br /> PRIOR ACTIONS TAKEN THERETO, AND REPEALING <br /> RESOLUTION NO. 20261 <br /> <br /> WHEREAS, the City Council on June 26, 2001 approved changing the City Council <br />meetings to the evenings which commenced on September 4, 2001; and <br /> <br /> WHEREAS, it is the intent and desire of the City Council to conduct its business in an <br />orderly and fair manner; and <br /> <br /> WHEREAS, there are certain basic rights of due process and opportunity to address issues <br />with equity, fairness, and equal protection of the law; and <br /> <br /> WHEREAS, certain parliamentary procedures have been found to be useful in order to <br /> assure that the communication and process of government are fair, reasonable, and just; and <br /> <br /> WHEREAS, the City has a duty to proceed ,a, ith the business of government in an efficient <br />and orderly fashion; and <br /> <br /> WHEREAS, the City Council desires to establish uniform norms and procedures in order to <br />accomplish these goals. <br /> <br /> BE IT RESOLVED by the City Council of the City of Riverside as follows: <br /> <br /> That the following shall be the Rules of Procedure and Order of Business of the City <br />Council, and shall govern all proceedings of the City Council therein described, subject to the <br />exceptions and deviations provided for in such rules. <br /> <br /> Violation of these rules shall not be construed as a penal offense, excepting that breach of <br />the peace or willful failure to comply with the lawful orders of the City Council or its presiding <br /> <br />officer shall be punishable as misdemeanors under applicable law. <br /> <br /> I <br /> <br /> AUTHORITY <br /> <br /> The Charter of the City of Riverside provides that the City Council shall determine its own <br /> <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909) 826-5567 <br /> <br /> <br />
