BOARD OF ETHICS <br />THURSDAY, SEPTEMBER 3, 2020, 5 P.M. <br />VIRTUAL MEETING <br />MINI ITFS <br />PRESENT: Chair Nelson, Vice Chair Stahovich, and Members Foley, Ford, <br />Keen, and Newman <br />ABSENT: Members Huerta and Vega <br />STAFF PRESENT: Eva Arseo and Brandon Mercer <br />Chair Nelson convened the Board of Ethics meeting at 5:14 p.m. <br />The Pledge of Allegiance was given to the Flag. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There was no one wishing to speak. <br />MINI ITF� <br />Following discussion, it was moved by Vice -Chair Stahovich and seconded by <br />Member Foley to approve the minutes of August 6, 2020, as presented. The <br />motion carried unanimously. <br />ELECTED OFFICIALS TREATMENT OF EACH OTHER - VALIDATION PROCESS FOR <br />POLICY PROPOSALS - EX PARTE COMMUNICATIONS WITH HEARING PANEL - <br />HEARING PANEL MEMBER DRAWINGS - DETERMINATION OF COMPLAINT <br />COMPLETENESS - COMPLAINT AMENDMENTS - ASSISTANCE FOR COMPLAINT FILING <br />Following discussion, it was moved by Member Foley and seconded by Member <br />Keen to agendize (1) elected officials treatment of each other; (2) validation <br />process for policy proposals; (3) ex parte communications with hearing panel; <br />(4) hearing panel member drawings; (5) determination ,of complaint <br />completeness; (6) complaint amendments; and (7) Board of Ethics appointment <br />of a person to assist with complaint filings on the next Board of Ethics meeting for <br />discussion with each item listed separately. The motion carried unanimously. <br />REPORT ON INCLUSIVENESS, COMMUNITY ENGAGEMENT, AND GOVERNMENTAL <br />PROCESSES COMMITTEE AND CITY COUNCIL ACTIONS <br />Chair Nelson reported on City Council Inclusiveness, Community Engagement, <br />and Governmental Processes Committee annual review of the Code of Ethics <br />and Conduct. The Board of Ethics recommendations were forwarded by the <br />Committee to the City Council for consideration. <br />
