Approve the expenditure with GE Packaged Power, LLC of Houston, Texas in the amount <br />of $1,160,152 for emergency repairs on the gas turbine engine at Clearwater Power Plant <br />due to the urgent necessity for the protection and preservation of public life, health, and <br />property, in accordance with City Charter section 1202(b) <br /> <br />2. Approve Work Order No. 2103948 in the same amount for the Clearwater Turbine Capital <br />Project. <br /> <br /> <br />BACKGROUND: <br /> <br />Clearwater Power Plant (Clearwater) was originally commissioned in 2005. In 2010, Riverside <br />Public Utilities (RPU) acquired the plant. Clearwater is a combined-cycle power plant comprised <br />of a 22-megawatt (MW) LM2500 gas turbine engine and a steam turbine. W aste heat from the <br />gas turbine is captured and used to generate an additional 8 MWs of electricity without requiring <br />additional fuel. Together, the plant produces 30 megawatts of efficient power. <br /> <br />During routine plant operations on July 29, 2020, staff detected an abnormal amount of oil leak <br />coming from the gas turbine engine. After further investigation, staff identified an internal oil leak <br />on the supply line to the turbine bearing. The bearing is located inside the mid-frame section of
