<br /> RIVERSIDE PUBLIC UTILITIES <br /> <br /> Board Memorandum <br /> <br />▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄▄ <br /> <br />BOARD OF PUBLIC UTILITIES DATE: DECEMBER 22, 2020 <br /> <br /> ITEM NO: 2 <br /> <br /> <br />SUBJECT: PLAZA SUBSTATION 4kV TO 12kV MAKE-READY FOR CIRCUITS 444 AND <br />445 – WORK ORDER NO. 1904777 FOR A TOTAL CAPITAL EXPENDITURE <br />OF $4,450,000 <br /> <br /> <br />ISSUE: <br /> <br />Consider the approval of Work Order No. 1904777 for a total capital expenditure of $4,450,000 <br />for the Plaza Substation Make-Ready for Circuits 444 and 445 Project. <br /> <br /> <br />RECOMMENDATION: <br /> <br />That the Board of Public Utilities approve Work Order No. 1904777 for a total capital expenditure <br />of $4,450,000 for the Plaza Substation 4kV to 12kV Make-Ready for Circuits 444 and 445 Project. <br /> <br /> <br />BACKGROUND: <br /> <br />The Electric System Master Plan (ESMP) recommends the conversion of all remaining 4kV <br />distribution circuits to 12kV to improve system capacity and reliability. The work contemplated in <br />Work Order No. 1904777 focuses on overhead facilities. In preparation for the upcoming voltage <br />conversion of Circuits 444 and 445 out of Plaza Substation, the replacement of existing <br />deteriorated poles and aging infrastructure is required to make the circuits ready for future <br />conversion work. The aging infrastructure includes facilities such as overhead wires, insulators, <br />cross-arms, transformers, and other associated electrical distribution facilities that have outlived <br />their useful life. <br /> <br />A separate project to convert and upgrade the existing 4 kV electrical distribution system to a 12kV <br />system is currently under design and is not part of Work Order 1904777 considered here. That <br />design will include plans and specifications for the installation of underground facilities, including <br />vaults, trenching, conduits and street paving. These underground civil facilities are required to <br />complete the 4kV to 12kV voltage conversion. Staff will return to the Board of Public Utilities to <br />seek approval to award a contract to construct civil work and associated electrical facilities at later <br />time, after the design and contract bid documents are complete. <br /> <br /> <br /> <br />
