W A T E R E N E R G Y I L I F E
RIVERSIDE PUBLIC UTILITIES
Board Memorandum
PUBLIC UTILITIES
BOARD OF PUBLIC UTILITIES DATE: DECEMBER 14, 2020
ITEM NO: 7
SUBJECT: CONSTRUCTION OF THE GARFIELD AND OVERLAND WATER MAIN
REPLACEMENT PROJECT (PHASE 1) — WORK ORDER NO. 1603765 IN THE
AMOUNT OF $1,128,000
ISSUE:
Consider approval of Work Order No. 1603765 in the total amount of $1,128,000 for all
engineering, construction, paving and construction contingency costs for the Garfield and
Overland Water Main Replacement Project (Phase 1).
RECOMMENDATION:
That the Board of Public Utilities approve Work Order No. 1603765 in the total amount of
$1,128,000 for all engineering, construction, paving and construction contingency costs for the
Garfield and Overland Water Main Replacement Project (Phase 1).
BACKGROUND:
The Garfield and Overland Water Main Replacement Project (Phase 1) is part of Riverside Public
Utilities' (RPU) ongoing water main replacement program to replace high priority water mains
deemed to be at end of it useful life. The project area consists of existing 6 -inch cast iron water
mains that were installed in the 1950's. Based on their leak history, age and size, these water
pipelines have been identified as high priority pipelines for replacement to enhance the reliability
of the water system.
This project is in line with RPU's infrastructure road map and Utility 2.0 and the commitment to
infrastructure reliability in the Riverside 2025 strategic plan and directly benefits RPU water
customers within the vicinity of the project in terms of system reliability and fire flow.
DISCUSSION:
The work generally entails the construction of approximately 2,900 linear feet of 8 -inch polyvinyl
chloride (PVC) pipe, 53 water services, nine (9) fire hydrants and eight (8) system connections,
along with all necessary fittings, appurtenances and related incidental work. The new water
facilities will be installed according to RPU's current standards.
