W A T E R E N E R G Y L I F E <br />P U B L I C U T I L I T I E S <br />RIVERSIDE PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES <br />Board Memorandum <br />DATE: DECEMBER 14, 2020 <br />ITEM NO: 4 <br />SUBJECT: EXPENDITURE WITH GE PACKAGED POWER, LLC OF HOUSTON, TEXAS <br />FOR EMERGENCY REPAIRS ON CLEARWATER GAS TURBINE ENGINE IN <br />THE AMOUNT OF $1,160,152 DUE TO URGENT NECESSITY FOR <br />PROTECTION AND PRESERVATION OF PUBLIC LIFE, HEALTH, AND <br />PROPERTY AND WORK ORDER NO. 2103948 IN THE SAME AMOUNT <br />ISSUES: <br />Board is asked to approve the expenditure with GE Packaged Power, LLC of Houston, Texas in <br />the amount of $1,160,152 for emergency repairs on the gas turbine engine at Clearwater Power <br />Plant due to the urgent necessity for the protection and preservation of public life, health, and <br />property, in accordance with City Charter section 1202(b) and approve Work Order No. 2103948 <br />in the same amount. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve the expenditure with GE Packaged Power, LLC of Houston, Texas in the amount <br />of $1,160,152 for emergency repairs on the gas turbine engine at Clearwater Power Plant <br />due to the urgent necessity for the protection and preservation of public life, health, and <br />property, in accordance with City Charter section 1202(b) <br />2. Approve Work Order No. 2103948 in the same amount for the Clearwater Turbine Capital <br />Project. <br />BACKGROUND: <br />Clearwater Power Plant (Clearwater) was originally commissioned in 2005. In 2010, Riverside <br />Public Utilities (RPU) acquired the plant. Clearwater is a combined -cycle power plant comprised <br />of a 22 -megawatt (MW) LM2500 gas turbine engine and a steam turbine. Waste heat from the <br />gas turbine is captured and used to generate an additional 8 MWs of electricity without requiring <br />additional fuel. Together, the plant produces 30 megawatts of efficient power. <br />During routine plant operations on July 29, 2020, staff detected an abnormal amount of oil leak <br />coming from the gas turbine engine. After further investigation, staff identified an internal oil leak <br />on the supply line to the turbine bearing. The bearing is located inside the mid -frame section of <br />
