IN RESPONSE TO REQUEST FOR PROPOSAL NO. 2029 <br />FOR LONG-TERM APPROACH FOR PERFLUORINATED COMPOUNDS <br />TREATMENT IN AN AMOUNT NOT TO EXCEED OF $234,600 <br />ISSUES: <br />Consider approval of a Professional Consultant Services Agreement in response to Request for <br />Proposal No. 2029 for the Long -Term Approach for Perfluorinated Compounds Treatment with <br />HDR Engineering, Inc. in an amount not to exceed of $234,600. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve a Professional Consultant Services Agreement with HDR Engineering, Inc., of <br />Riverside, CA, in an amount not to exceed of $234,600 for the Long -Term Approach for <br />Perfluorinated Compounds Treatment in response to Request for Proposal No. 2029; and <br />2. Authorize the City Manager, or designee, to execute a Professional Services Agreement <br />with HDR, Inc. including making minor and non -substantive changes and to sign all <br />documents and instruments necessary to complete the transactions. <br />BACKGROUND: <br />On October 28, 2019, Board of Public Utilities approved Work Order No. 2008392 in the total <br />amount of $850,000 in which part of the total amount was dedicated to seeking professional <br />services to prepare a cost effective and optimized long-term approach to treat and reduce the <br />amount of Perfluorinated Compounds (per- and polyfluoroalkyl substances known as PFAS) in its <br />potable water. <br />The State of California has adopted new regulations requiring public water agencies to test and <br />monitor for PFAS which is a collective term for a large group of synthetic chemicals that includes <br />perfluoro-octanoate (PFOA) and perfluoro-octane-sulfonate (PFOS). In August 2019, the State <br />Water Resources Control Board Division of Drinking Water State (DDW) revised the notification <br />levels to 6.5 parts per trillion (ppt) for PFOS and 5.1 ppt for PFOA.
