W A T E R E N E R G Y L I F E <br />RIVERSIDE PUBLIC UTILITIES <br />• ' Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES <br />DATE: SEPTEMBER 28, 2020 <br />ITEM NO: 2 <br />SUBJECT: SURPLUS DECLARATION OF APPROXIMATELY 0.61 ACRES OF CITY - <br />OWNED VACANT LAND AT 7270 BODEWIN COURT, ASSESSOR PARCEL <br />NUMBER 243-460-018, FORMERLY KNOWN AS THE WHITEGATES I <br />RESERVOIR <br />ISSUE: <br />Consider the declaration of surplus property and recommend that the City Council approve the <br />surplus declaration of approximately 0.61 acres of City -owned vacant land in its as -is condition <br />located at 7270 Bodewin Court bearing Assessor Parcel Number 243-460-018, formerly known <br />as the Whitegates I Reservoir. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council: <br />1. Approve the surplus declaration of approximately 0.61 acres of City -owned vacant land in <br />its as -is condition located at 7270 Bodewin Court bearing Assessor Parcel Number 243- <br />460-018, formerly known as the Whitegates I Reservoir; and <br />2. Authorize the marketing and sale of the property located at 7270 Bodewin Court Avenue <br />pursuant to Assembly Bill 1486 and in accordance with the City's Administrative Manual <br />08.003.00 for the Disposition and Sale of City -Owned Real Property. <br />BACKGROUND: <br />On January 6, 2009, City Council approved the demolition of the Whitegates I Reservoir (Property) <br />after determining it was undersized to adequately serve the current storage needs of the <br />surrounding area. The demolition project included the removal of the existing 0.5 -million -gallon <br />reservoir, pump station, and supporting infrastructure. <br />The Property is located outside the private entrance into the Hawarden Summit, Inc. community <br />on Bodewin Court north of Overlook Parkway. The Hawarden Summit, Inc. community is a non- <br />profit private homeowner association (HOA). The City received interest in the Property on <br />September 10, 2018; however, research revealed access to the Property is restricted to <br />maintenance of the facility which potentially prohibits private development. Annexation into the <br />adjacent Hawarden Summit community would resolve the access matter. <br />
