AGREEMENT FOR USE OF 2003-2004 COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUNDS <br /> <br />INLAND COUNTIES HEALTH SYSTEMS AGENCY <br />(People Reaching Out Employment Program) <br /> <br /> THIS AGREEMENT is made and entered into this 29th day of September, <br />2003, by and between the CITY OF RIVERSIDE, a municipal corporation, hereinafter referred <br />to as "City" and, 1NLAND COUNTIES HEALTH SYSTEMS AGENCY, a California nonprofit <br />corporation, 6296 River Crest Drive, Suite L, Riverside, California, hereinafter referred to as <br />"Subrecipient". <br /> WlTNESSETH: <br /> <br /> WHEREAS, the Housing and Community Development Act of 1974, as amended, <br />provides that certain grant funds may be used for certain projects and programs which primarily <br />benefit low and moderate income persons and the disabled, remove slums or blight, or which <br />meet urgent community development needs; and <br /> <br /> WHEREAS, the Subrecipient has submitted its proposal to the City for funding <br />from the City's fiscal year 2003-2004 Community Development Block Grant (CDBG), as set <br />forth in 24 CFR 570 et seq.; and <br /> <br /> WHEREAS, the Subrecipient desires to provide life skills to the at risk youth of <br />the Eastside Target Area; and <br /> <br /> WHEREAS, the program furnished by the Subrecipient benefits low and <br />moderate income families of the City of Riverside; and <br /> <br /> WHEREAS, following a public hearing, the City Council of the City approved the <br />allocation of $25,000 from its 2003-2004 Community Development Block Grant Program for the <br />Subrecipient's program; <br /> <br /> NOW, THEREFORE, in consideration of the mutual covenants herein set forth <br />and the mutual benefits to be derived therefrom, the City and the Subrecipient mutually agree as <br />follows: <br /> <br />1. Compensation. The City hereby allocates to Subrecipient an amount not to exceed Twenty- <br />five Thousand Dollars ($25,000) (the "Grant") for the purpose and subject to the terms and <br />conditions hereinafter set forth from funds available to said City from the Community <br />Development Block Grant for 2003-2004 allocated by the United States Department of Housing <br />and Urban Development (HUD). <br /> <br />2. Scope of Services. The funds granted hereunder shall be used by Subrecipient to provide life <br />skills to improve self esteem, employability, and conflict resolution for youth involved in <br />violence within the Eastside Target Area of Riverside, California; as outlined in the Scope of <br /> <br /> <br />
