1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, commercial tenants face the same issue in that social distancing and other <br />orders have effectively eliminated revenue flow for many businesses, forcing them to make the <br />decision of paying payroll or paying monthly rent; and <br />WHEREAS, on March 16, 2020, Governor Newsom issued Executive Order N-28-20, <br />authorizing local governments to exercise their police powers to adopt limitations on residential and <br />commercial evictions, including the adoption of a temporary moratorium; and <br />WHEREAS, on March 27, 2020, Governor Newsom issued Executive Order N-37-20 <br />establishing a moratorium on residential evictions for nonpayment of rent due to COVID-19 until <br />May 31, 2020; and <br />WHEREAS, on March 31, 2020, the City Council adopted Resolution No. 23558 <br />establishing a temporary moratorium for non-payment evictions due to COVID-19 for both <br />residential and commercial tenants for 60 days and providing six (6) months for those tenants to pay <br />their back rent; and <br />WHEREAS, the City Council amended Resolution No. 23558 and adopted Resolution No. <br />23579 extending the temporary eviction moratorium should Governor Newsom extend Executive <br />Order N-37-20; and <br />WHEREAS, on May 29, 2020, Governor Newsom issued Executive Order N-66-20 <br />extending the eviction moratorium in Executive Order N-28-20 for an additional 60 days; and <br />WHEREAS, the City Council desires to amend Resolution No. 23579 to confirm that the <br />City's eviction moratorium for both commercial and residential tenants is current and in effect until <br />June 30, 2020, and that the time frame to pay the back rent is through December 31, 2020. <br />NOW, THEREFORE, the City Council of the City of Riverside hereby declares and orders as <br />follows: <br />Section 1. Resolution No. 23579 is hereby amended to confirm that there is a <br />moratorium on all commercial and residential evictions up to and including June 30, 2020. <br />Section 2.
