CITY OF RIVERSIDE <br />CITY COUNCIL <br /> <br />Minutes of: <br />Time of Meeting: <br />Place of Meeting: <br />Date of Meeting: <br /> <br />Regular Meeting of the City Council <br />9a.m. <br />Art Pick Council Chamber, City Hall <br />October 7, 2003 <br /> <br />Roll Call: <br /> <br />Mayor Loveridge called the meeting to order at 9:05 a.m. <br /> <br />WORKSHOPS <br /> <br /> RIVERSIDE MUNICIPAL AIRPORT <br />Following discussion relative to the development issues of the Riverside <br />Municipal Airport and surrounding project area, the City Council (1) requested <br />staff to undertake actions including site characterization and/or remediation to <br />facilitate conversion of the Goodrich property to adaptive/compatible re-use <br />within two years to a maximum Agency investment of $60,000; (2) requested <br />the Jasmine streetscape improvements be completed within 12 months; <br />(3) instructed airport staff to immediately paint and plant; (4) requested the <br />completion of the Van Buren streetscape improvements between the City <br />monument entryway and Arlington Avenue within three years; (5) requested <br />staff to pursue bringing reclaimed water to the airport with a report back to the <br />City Council in 90 days; (6) requested staff to initiate an application along <br />North Arlington Avenue between Harvest Lane and Airport Drive to rezone <br />the parcels to a more appropriate use within 60 days; (7) requested staff to <br />identify and market key properties along North Arlington Avenue within <br />90 days; (8) requested staff to assist the Auto Auction to relocate to an <br />alternative site outside the City during the next two years without City <br />financial incentive; (9) renewed and reinforced the Agency's commitment to <br />the Airport Redevelopment Project Area and surrounding industrial area; <br />(lO) requested a report for the additional private/public hangars within <br />90 days; (11) requested staff to develop a red carpet treatment program, with <br />Councilmember Adkison disqualified himself from voting on the portion that <br />deals with initiation of zone change due to potential conflict; and <br />(12) requested a report back from the Airport Director within 60 days. <br /> <br />Councilmember Moore entered the meeting at this time. <br /> <br />MUNICIPAL BUILDINGS AND OFFICE SPACE PRIORITIZATION AND <br />FUNDING - REFERRED TO COMMITTEE <br />Following discussion, the City Council referred this matter to the Facilities Ad <br />Hoc Committee to report back in mid-January with recommendations for <br />~rioritization and location of the City's downtown office space and facility <br />needs. <br /> <br />RECESS <br />The City Council recessed at 11:40 a.m. and reconvened at 1 p.m. <br /> <br />WARDS <br /> <br />Present <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />COUNCILMEMBERS <br /> <br />89-122 <br /> <br /> <br />
