CITY OF RIVERSIDE CITY COUNCIL Minutes of: Time of Meeting: Place of Meeting: Date of Meeting: Regular Meeting of the City Council 9a.m. Art Pick Council Chamber, City Hall October 7, 2003 Roll Call: Mayor Loveridge called the meeting to order at 9:05 a.m. WORKSHOPS RIVERSIDE MUNICIPAL AIRPORT Following discussion relative to the development issues of the Riverside Municipal Airport and surrounding project area, the City Council (1) requested staff to undertake actions including site characterization and/or remediation to facilitate conversion of the Goodrich property to adaptive/compatible re-use within two years to a maximum Agency investment of $60,000; (2) requested the Jasmine streetscape improvements be completed within 12 months; (3) instructed airport staff to immediately paint and plant; (4) requested the completion of the Van Buren streetscape improvements between the City monument entryway and Arlington Avenue within three years; (5) requested staff to pursue bringing reclaimed water to the airport with a report back to the City Council in 90 days; (6) requested staff to initiate an application along North Arlington Avenue between Harvest Lane and Airport Drive to rezone the parcels to a more appropriate use within 60 days; (7) requested staff to identify and market key properties along North Arlington Avenue within 90 days; (8) requested staff to assist the Auto Auction to relocate to an alternative site outside the City during the next two years without City financial incentive; (9) renewed and reinforced the Agency's commitment to the Airport Redevelopment Project Area and surrounding industrial area; (lO) requested a report for the additional private/public hangars within 90 days; (11) requested staff to develop a red carpet treatment program, with Councilmember Adkison disqualified himself from voting on the portion that deals with initiation of zone change due to potential conflict; and (12) requested a report back from the Airport Director within 60 days. Councilmember Moore entered the meeting at this time. MUNICIPAL BUILDINGS AND OFFICE SPACE PRIORITIZATION AND FUNDING - REFERRED TO COMMITTEE Following discussion, the City Council referred this matter to the Facilities Ad Hoc Committee to report back in mid-January with recommendations for ~rioritization and location of the City's downtown office space and facility needs.
