RPU -7747 FOR THE INSTALLATION OF TWO STEEL POLE BASES WITH <br />ASPLUNDH CONSTRUCTION, LLC. IN THE AMOUNT OF $90,000.00; ADDITIONAL <br />CAPITAL EXPENDITURE OF $80,000 FOR WORK ORDER NO. 1503115 FOR A <br />REVISED TOTAL CAPITAL EXPENDITURE OF $380,000 <br />ISSUES: <br />Award Bid No. RPU -7747 for the Installation of two steel pole bases to Asplundh Construction, LLC, of <br />Cypress, California, in the amount of $90,000.00; and approve an additional capital expenditure in the <br />amount of $80,000 for work order No. 1503115 for a revised total capital expenditure of $380,000. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Award Bid No. 7747 for the Installation of two Steel Pole Bases to Asplundh Construction, LLC. of <br />Cypress, California, in the amount of $90,000; and <br />2. Approve additional capital expenditure in the amount of $80,000 for Work Order No. 1503115 for a <br />revised total capital expenditure of $380,000. <br />BACKGROUND: <br />On December 18, 2015, the Board of Public Utilities approved Work Order No. 1503115 in the amount of <br />$300,000, for the replacement of two Poles and overhead switches on the Freeman -Kaiser -Harvey Lynn <br />69kV sub -transmission overhead line. At the time of approval, the installation of the two steel pole bases <br />and associated work was anticipated to be performed by RPU field forces. However, due to an increase <br />development work for new connections, and emergency work, this project was delayed. RPU staff <br />continued to coordinate the need to complete this project and determined that contracting the installation <br />of the bases for the steel poles was the most effective path forward. Furthermore, this path forward would <br />avoid further construction delays. <br />Overall, this project will replace existing aging infrastructure with new 69kV overhead transmission and <br />12kV distribution facilities to maintain and improve the reliability of electric service to customers in the area. <br />Replacement of aging overhead infrastructure was identified as part of the Utility 2.0 Electric Infrastructure <br />Road Map. <br />The scope of work for Bid No. RPU -7747 only includes the installation of two steel pole bases by the <br />contractor near Magnolia Avenue and Polk Street. The pole bases will be installed by directly embedding <br />them into the ground without the need for a for a drilled pier foundation due to the smaller loads acting on <br />the structure. <br />
