2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />P.M <br />231 <br />241 <br />251 <br />26 <br />27 <br />28 <br />CITY OF RIVERSIDE <br />STATE OF CALIFORNIA <br />ORDER OF THE DIRECTOR OF EMERGENCY SERVICES <br />CURFEW <br />WHEREAS, Government Code section 8634 empowers the Director of Emergency <br />Services to promulgate orders and regulations necessary to provide for the protection of life and <br />property during a declared local emergency, including orders or regulations imposing a curfew <br />within designated boundaries where necessary to preserve the public order and safety; and <br />WHEREAS, Riverside Municipal Code section 9.20.050 empowers the Director of <br />Emergency Services to, among other things, make and issue rules and regulations on matters <br />reasonably related to the protection of life and property as affected by the local emergency, to <br />require emergency services of any City officer or employee and to command the aid of as many <br />citizens of this community as he or she deems necessary in the execution of his or her duties, and <br />to execute all of his or her ordinary power as City Manager, all of the special powers conferred <br />upon him or her by the Riverside Municipal Code, City Council Resolution, City Council <br />approved Emergency Plan, powers conferred upon him or her by any statute, City Council <br />approved agreement, or other lawful authority; and <br />WHEREAS, on May 31, 2020, 1 declared a Local Emergency within the City of <br />Riverside resulting from the civil unrest arising out of the protests over the death of George <br />Floyd in Minneapolis, Minnesota; and <br />WHEREAS, while the majority of protesters have acted lawfully, there has been a <br />significant amount of criminal behavior, including violence against first responders and peaceful <br />protestors, vandalism of public and private property, looting of businesses, and failure to follow <br />the lawful dispersal orders in communities across the country and throughout Southern <br />California; and <br />WHEREAS, due to this civil unrest, it is necessary to establish a curfew within the <br />territorial limits of the City of Riverside to preserve the public order and safety. <br />NOW, THEREFORE, IT IS HEREBY PROCLAIMED AND ORDERED by the <br />1 <br />
